Responsible Procurement and Social Value
Our procurement programme is a key opportunity to pioneer positive economic, social and environmental impacts to deliver social value for London and beyond. Social value for us means an enhanced natural environment, improved quality of life and better value for money.
As part of the GLA Group, we are committed to delivering responsible procurement and social value in line with the Mayor's Responsible Procurement Policy (PDF 251KB) and Implementation Plan (PDF 373KB).
The Responsible Procurement programme focuses on 5 key themes:
- Increasing supply-chain diversity
- Embedding fair and inclusive employment practices
- Enabling skills, training and employment opportunities
- Promoting ethical sourcing practices
- Improving environmental sustainability
Green vision
We're asking our infrastructure and construction suppliers to collaborate with us to support our Corporate Environment Plan and TfL's green commitments and ambitions.
Our Green vision document is organised around priority themes - suppliers, and organisations looking to work with us, can use it to understand the critical role they have to play in helping TfL be the strong, green heartbeat for London.
Work Related Road Risk (WRRR)
WRRR is a freight safety initiative aligned with the Mayor's Vision Zero approach to road danger reduction. No death or serious injury on our roads is acceptable or inevitable.
We're committed to reducing carbon emissions and improving London's air quality in line with the Mayor's net zero by 2030 target for London.
From 1 July 2025, newly advertised contracts under the Work Related Road Risk (WRRR) framework that are over £1 million will be required to use:
- Zero emission vehicles for under 3.5t (N1 cars and M1 vans)
- LEZ compliant vehicles for those over 3.5t
This will apply to new contracts only.

Supplier skills programme
Skills shortages in engineering and project management pose a risk to London's economy and future growth as well as to TfL's works and operations.
To close the skills gap in our industry, we work with our suppliers to generate apprenticeship and employment opportunities and to facilitate access to funding and support. Under our Responsible Procurement approach, opportunities are aligned to the skills required, directly matching the suppliers' needs.
More than 9,700 apprenticeships have been created at 100s of our suppliers since 2009, and more than 7,000 unemployed Londoners have been helped to access jobs on TfL contracts.
