This guidance is aimed at keeping people safe when they travel on London's road network by foot, by cycle or by bus. It supplements existing national standards - we expect anyone involved with the design, planning, implementation and inspection of temporary traffic management on the TLRN to follow this guidance.

It will not only make roads safer for vulnerable road users - people who walk, cycle and ride motorcycles - but will help unlock the barriers to active travel faced by people who are visually impaired, or who use wheelchairs and other mobility aids. Those carrying out roadworks will also be able to help us keep buses reliable and protect the accessibility of bus stops.

The overall aim is to ensure that works are not a barrier to people travelling. Our vision is to accomplish a zero-risk standard for roadworks operations by 2025.

Safer provisions for pedestrians at roadworks - A risk prioritisation framework

Our risk prioritisation framework has been developed to help improve safer provisions for pedestrians at TfL promoted roadworks.

This advice compliments the principles introduced within the latest version of the Highway Code, which recognises pedestrians as the most vulnerable type of road user in its new hierarchy. This document is primarily for traffic management designers in our works contract delivery chain to assist them select the lowest risk design solution, but it also supports network management teams that assess traffic management proposals.

As well as examples of what can go wrong and an insight into pedestrian behaviour at site, the guide includes a matrix to assist in choosing the safest traffic management layout for pedestrians by highlighting various options and their risks.

Other work promoters outside of TfL are welcome to observe the guidance when designing traffic management proposals for work on TfL's road network.
