Step 1 - Consider what we're planning
Check out the future opportunities with TfL in the published pipeline to ensure that what you can provide is what we will plan on buying.
Future opportunities are published for:
- All areas of TfL (including London Underground, Surface Transport and TfL Corporate)
- Greater London Authority (GLA)
- Old Oak & Park Royal Development Corporation (OPDC) (over £100K) on a periodic basis
We support HM Government in promoting transparency in the public sector by publishing all expenditure over £250 and contracts of £5000 and over.

Step 2 - Register with us
Register on the SAP (formerly Ariba) Business Network and connect with the TfL domain on the platform for free.
We collaborate with thousands of suppliers, big and small, using the SAP Business Network. Search the site for contract opportunities, purchasing activities and streamlined invoicing.
Or sign in to your SAP Business Network account, if your organisation already has one, and connect with TfL.
You need to register with TfL so that we can work together effectively.

Step 3 - Pre-qualification (relevant only for direct to rail opportunities)
If you supply goods, works or services under Railway Industry Commodity Classification List (RICCL) codes directly to TfL, or want to do so, be aware that TfL uses the Railway safety and Standards Board (RSSB) Rail Industry Supplier Qualification Scheme (RISQS) as a Qualifying Utilities Dynamic Market (QUDM) under the Procurement Act 2023.
We may choose to select suppliers directly from the QUDM without publishing a tender notice to the wider market.
Suppliers of safety critical goods, works or services (that is, RICCL codes) who want to contract directly with us are asked to register on RISQS and become a supplier with audited status.
We do not mandate that RISQS is applied through the supply chain - it's the responsibility of the prime contractor to assure their own sub-contractors.
If you supply goods, works and services under RICCL categories to buyers other than TfL, you should check with the relevant buying organisations to find out which supplier assurance system(s) they use, if at all.

Find a Tender
Contracts with an expected value over UK public or utilities procurement thresholds are published on the Government's Find a Tender service. This is where you can apply for high value contracts in the UK's public and utilities sectors.

Use the Government's Contracts Finder to find lower value contracts.
Changes to both these systems came in during February 2025 in line with the Procurement Act 2023.
