The number of times that the ad has been presented to you is detected and limited, to avoid presenting it too often.

A profile created for personalised advertising in relation to a person having searched for bike accessories on a website can be used to present the relevant advertisement for bike accessories on a mobile app of another organisation.

You have viewed three videos on space exploration across different TV apps. An unrelated news platform with which you have had no contact builds a profile based on that viewing behaviour, marking space exploration as a topic of possible interest for other videos.

Content presented to you on this service can be based on your content personalisation profiles, which can reflect your activity on this or other services (for instance, the forms you submit, content you look at), possible interests and personal aspects. This can for example be used to adapt the order in which content is shown to you, so that it is even easier for you to find (non-advertising) content that matches your interests.
Examples:
You read articles on vegetarian food on a social media platform and then use the cooking app of an unrelated company. The profile built about you on the social media platform will be used to present you vegetarian recipes on the welcome screen of the cooking app.
You have viewed three videos about rowing across different websites. An unrelated video sharing platform will recommend five other videos on rowing that may be of interest to you when you use your TV app, based on a profile built about you when you visited those different websites to watch online videos.

Information regarding which advertising is presented to you and how you interact with it can be used to determine how well an advert has worked for you or other users and whether the goals of the advertising were reached. For instance, whether you saw an ad, whether you clicked on it, whether it led you to buy a product or visit a website, etc. This is very helpful to understand the relevance of advertising campaigns.
Examples:
You have clicked on an advertisement about a “black Friday” discount by an online shop on the website of a publisher and purchased a product. Your click will be linked to this purchase. Your interaction and that of other users will be measured to know how many clicks on the ad led to a purchase.
You are one of very few to have clicked on an advertisement about an “international appreciation day” discount by an online gift shop within the app of a publisher. The publisher wants to have reports to understand how often a specific ad placement within the app, and notably the “international appreciation day” ad, has been viewed or clicked by you and other users, in order to help the publisher and its partners (such as agencies) optimise ad placements.

Information regarding which content is presented to you and how you interact with it can be used to determine whether the (non-advertising) content e.g. reached its intended audience and matched your interests. For instance, whether you read an article, watch a video, listen to a podcast or look at a product description, how long you spent on this service and the web pages you visit etc. This is very helpful to understand the relevance of (non-advertising) content that is shown to you.
Examples:
You have read a blog post about hiking on a mobile app of a publisher and followed a link to a recommended and related post. Your interactions will be recorded as showing that the initial hiking post was useful to you and that it was successful in interesting you in the related post. This will be measured to know whether to produce more posts on hiking in the future and where to place them on the home screen of the mobile app.
You were presented a video on fashion trends, but you and several other users stopped watching after 30 seconds. This information is then used to evaluate the right length of future videos on fashion trends.

Reports can be generated based on the combination of data sets (like user profiles, statistics, market research, analytics data) regarding your interactions and those of other users with advertising or (non-advertising) content to identify common characteristics (for instance, to determine which target audiences are more receptive to an ad campaign or to certain contents).
Examples:
The owner of an online bookstore wants commercial reporting showing the proportion of visitors who consulted and left its site without buying, or consulted and bought the last celebrity autobiography of the month, as well as the average age and the male/female distribution of each category. Data relating to your navigation on its site and to your personal characteristics is then used and combined with other such data to produce these statistics.
An advertiser wants to better understand the type of audience interacting with its adverts. It calls upon a research institute to compare the characteristics of users who interacted with the ad with typical attributes of users of similar platforms, across different devices. This comparison reveals to the advertiser that its ad audience is mainly accessing the adverts through mobile devices and is likely in the 45-60 age range.

Information about your activity on this service, such as your interaction with ads or content, can be very helpful to improve products and services and to build new products and services based on user interactions, the type of audience, etc. This specific purpose does not include the development or improvement of user profiles and identifiers.
Examples:
A technology platform working with a social media provider notices a growth in mobile app users, and sees based on their profiles that many of them are connecting through mobile connections. It uses a new technology to deliver ads that are formatted for mobile devices and that are low-bandwidth, to improve their performance.
An advertiser is looking for a way to display ads on a new type of consumer device. It collects information regarding the way users interact with this new kind of device to determine whether it can build a new mechanism for displaying advertising on this type of device.

Content presented to you on this service can be based on limited data, such as the website or app you are using, your non-precise location, your device type, or which content you are (or have been) interacting with (for example, to limit the number of times a video or an article is presented to you).
Examples:
A travel magazine has published an article on its website about the new online courses proposed by a language school, to improve travelling experiences abroad. The school’s blog posts are inserted directly at the bottom of the page, and selected on the basis of your non-precise location (for instance, blog posts explaining the course curriculum for different languages than the language of the country you are situated in).
A sports news mobile app has started a new section of articles covering the most recent football games. Each article includes videos hosted by a separate streaming platform showcasing the highlights of each match. If you fast-forward a video, this information may be used to select a shorter video to play next.

Special Purposes
These purposes are essential to the delivery of advertising. You cannot opt out of these purposes.
Your data can be used to monitor for and prevent unusual and possibly fraudulent activity (for example, regarding advertising, ad clicks by bots), and ensure systems and processes work properly and securely. It can also be used to correct any problems you, the publisher or the advertiser may encounter in the delivery of content and ads and in your interaction with them.
Examples:
An advertising intermediary delivers ads from various advertisers to its network of partnering websites. It notices a large increase in clicks on ads relating to one advertiser, and uses data regarding the source of the clicks to determine that 80% of the clicks come from bots rather than humans.
Certain information (like an IP address or device capabilities) is used to ensure the technical compatibility of the content or advertising, and to facilitate the transmission of the content or ad to your device.
Examples:
Clicking on a link in an article might normally send you to another page or part of the article. To achieve this, 1°) your browser sends a request to a server linked to the website, 2°) the server answers back (“here is the article you asked for”), using technical information automatically included in the request sent by your device, to properly display the information / images that are part of the article you asked for. Technically, such exchange of information is necessary to deliver the content that appears on your screen.
The choices you make regarding the purposes and entities listed in this notice are saved and made available to those entities in the form of digital signals (such as a string of characters). This is necessary in order to enable both this service and those entities to respect such choices.
Examples:
When you visit a website and are offered a choice between consenting to the use of profiles for personalised advertising or not consenting, the choice you make is saved and made available to advertising providers, so that advertising presented to you respects that choice.

Until we confirm your application is successful, you must continue to pay the daily Congestion Charge (CC) and the Blackwall and Silvertown tunnels charge (from 7 April 2025) to drive through them.

This 100% discount applies to breakdown vehicles operated by organisations in the European Economic Area that are accredited to BS EN ISO9001:2008 (and in accordance with the specification for applying that standard to the industry).
You can apply for the discount online. You will need to upload copies of your current BS EN ISO9001:2008 certification along with your PAS 43 certification to support your application.
From 7 April 2025, this discount will also apply for the Blackwall and Silvertown tunnels charge.
Cost
Once your discount has been approved you can log onto your account and add your vehicles at a cost of £10 per vehicle. Once added the vehicle will be subject to the 100% discount until the expiry date of your discount.
When the discount expires you will need to pay a further £10 to renew each vehicle for another year.
Renewing your accredited breakdown discount
We will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.

Blackwall and Silvertown tunnels East London low income residents' discount
To qualify for the 50% discount, you must live within one of the eligible boroughs and be claiming one of the listed low income benefit

To qualify for the 50% residents' discount for Blackwall and Silvertown tunnels charge, you must live within the East London low income residents' discount zone. This covers the boroughs of Barking & Dagenham, Bexley, Bromley, Greenwich, Hackney, Havering, Lewisham, Newham, Redbridge, Southwark, Tower Hamlets, Waltham Forest and the City of London.
Our location checker will confirm if your address is within the East London low income residents' discount zone.
You can add a vehicle that is registered with the DVLA to you. You can also add a company or lease vehicle if it's for your sole use only.
The same criteria applies if you are adding a vehicle that belongs to or is leased to someone you live with.
If you don't own a vehicle, you can register if you occasionally use a hire or recognised car club vehicle.
If you have Auto Pay, the 50% resident discount applies to both peak and off-peak charges. Without Auto Pay, it only applies to peak charges.

If the vehicle you want to add to the discount belongs to someone you live with, you'll also need to provide their proof of identification, address and vehicle.

Vehicle lease document - this is the document that you signed to lease the vehicle. (The vehicle must be registered in the lease company name with the DVLA)

Eligible small businesses, charities and sole traders registered in Greenwich, Newham or Tower Hamlets can apply for a £1 discount on the off-peak Blackwall and Silvertown tunnels charge for up to 3 vehicles. The off-peak charge is only available for vehicles registered on Auto Pay.
Eligibility
Small businesses, charities and sole traders that meet the following criteria may apply for a Tunnels business discount.
Small businesses that have:
Under 50 employees and
Up to £10.2m turnover or up to £5.1m balance sheet total in the preceding and current financial year and
Companies House registration as an active company or VAT registered within the Greenwich, Newham, or Tower Hamlets
Charities that:
Are registered with the Charity Commission and
Have an operating address within Greenwich, Newham, or Tower Hamlets
Sole traders that:
Are self-employed
Own a business registered within Greenwich, Newham, or Tower Hamlets
Documents you need to provide

To show that your small business, charity, or sole trader is registered within the Tunnels business discount zone, you'll need to provide one of the following:
Utility bill (dated within the last 3 months)
Bank/credit card statement (dated within the last 3 months)

Provide the vehicle registration information (V5C or lease document) as above and confirmation on the organisation's letter headed paper that links the trustee, authorised employee or director to the organisation and states that the vehicle is for their use. The letter must be signed and state the vehicle number plate (Vehicle Registration Mark).
Photo ID
You'll need to provide photo ID such as a passport or driving licence for a small business director, charity trustee or sole trader.
Sole trader status
If you are applying as a sole trader, then you will also need to provide proof of your sole trader status. You'll need to provide one of the following:
Proof of business insurance, employer's liability insurance, public liability insurance, professional indemnity insurance (active at point of application)
Proof of self-employment from HMRC
Proof of membership certificate from Federation of small businesses (FSB) or similar reputable trade or professional body
Proof of a business bank account
Letter from accountant or solicitor confirming sole trader status (dated within the last 3 months)
Proof of a submitted tax return or online self-assessment (dated within the last 12 months) - this must show that your taxable earnings include self-employed or sole trader income and confirm submission to HMRC
Important: Draft tax returns, invitations to submit a tax return, and tax calculations without proof of submission are not acceptable proofs.
Get an account
To pay the discounted Blackwall and Silvertown tunnels charge online you need to set up Business London Road User Charging account and sign up for Auto Pay. Your Auto Pay must be on the same account that you use to apply for the discount.
You'll only pay for tunnel crossings that you make and protect yourself from receiving Penalty Charge Notices.
If your vehicle does not meet the ULEZ emissions standards you need to pay the full daily ULEZ charge when driving in the zone.
This scheme helps you park closer to your destination if you have mobility problems.

If you hold a valid Blue Badge in the European Economic Area, you're eligible to register for a 100% discount, even if you don't own a vehicle or drive. (If you have an organisation Blue Badge or are applying on behalf of another person, for example a child, please see 'Applying for Blue Badge discount on behalf of someone else' below).
You can register up to two vehicles that you would normally use to travel within the Congestion Charge zone. This could be your own vehicle, or one you travel in.
You can apply for a discount online but you'll need to supply certain documents to show you're entitled to the discount.
From 7 April 2025, this discount will also apply for the Blackwall and Silvertown tunnels charge.
Documents you need to provide
You need to provide us with a copy of both sides of your Blue Badge plus one of the following proofs of identity:
DSS benefit entitlement letter (less than 7 months old)
Current passport
Current driver's licence
Pension book/entitlement letter (less than 7 months old)
Birth certificate (same first and last names as the Blue Badge. Not a Certificate of Registration of Birth)
Marriage certificate (same first and last names as the Blue Badge)
Current bank or credit card Statement (no more than 3 months old)
Deed Poll Certificate (same first and last names as the Blue Badge)
Until we confirm your application is successful you must pay the charge for journeys within the zone.
Cost
You have to pay £10 to register for the Blue Badge discount. This will need to be renewed in line with your Blue Badge expiry date. As long as you renew within 90 days after the expiry date, you will not need to make a further payment.
Renewing your Blue Badge discount
We will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.
If you can provide all of the Blue Badge discount documents required you can apply online now.
Applying for Blue Badge discount on behalf of someone else
If you are completing the Blue Badge discount application on behalf of a Blue Badge holder or on behalf of an institution you can still complete the application online. You will be asked to set up a London Road User Charging (LRUC) account in the Blue Badge holder's name and complete a 'Declaration of Authority' form to describe your relationship to the Blue Badge holder.
In the case of an institution you should create the LRUC account in the name and address of the principal officer of the institution.
At the end of the application you will be able to add yourself as an authorised user. This will allow you to sign in to the secure online account and manage it. You then have the option to add four more authorised users.
If you are signed in with an LRUC account, please sign out before applying for this discount.

From this date, all vehicle owners, unless in receipt of another discount or exemption, will need to pay to enter the Congestion Charge zone during charging hours.
You can apply for a discount online, but you'll need to supply certain documents to show you're entitled to the discount.
Documents you need to provide?
You will need to upload images or send photocopies of the following documents to apply for the discount:
UK-registered
V5C vehicle registration certificate (logbook) issued by the DVLA
Non-UK registered
The vehicle registration document issued by your vehicle licensing agency
The document must clearly show that the vehicle is registered as fuel type 'Battery Electric' or 'Hydrogen Fuel Cell'.
Cost
You have to pay £10 to register each vehicle for the discount. This will need to be renewed every year.
Renewing your cleaner vehicle discount
We will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.
The cleaner vehicle discount will end on 25 December 2025. This means that if you renew your discount after 24 December 2024, you will get less than 12 months of discount and the £10 renewal charge will still apply.

You may continue to apply if you live within the Congestion Charge residents' discount zone AND:
Your name is shown on either the Parliamentary or local government electoral register
Your main or permanent home is in the Congestion Charging zone
The property is used for residential purposes
You are at least 17 years old
If you are adding a vehicle it must be registered with the DVLA in your name and at the address you are using to apply for the discount.
OR you can register a company or lease vehicle if it is for your sole use only.
OR if you don't own a vehicle, you can register if you occasionally use a hire or recognised car club vehicle.
Documents you need to provide
You need to provide evidence of both the address and discount vehicle.
Address documents
To show that you live in the Congestion Charge zone you need to provide an image or copy of 2 of the following:
A current resident's on-street parking permit or a parking permit approval letter (must show the number plate/Vehicle Registration Mark)
A residential council tax bill (valid for the current year)
Your income support entitlement letter (no more than 7 months old)
A bank or credit card statement (no more than 3 months old)
A formal tenancy agreement or housing association rent documents (dated within the last 12 months)
A current utility bill, for example a gas, water or electricity bill (no more than 3 months old, mobile phone bills are not accepted)
Your driving licence (must contain the address you are using to register for the Congestion Charge residents' discount)
Vehicle documents
You will also need to provide an image of 1 document from the list below.
Your own private vehicle:
Your V5C vehicle registration certificate (logbook). (The vehicle must also be registered with the DVLA in your name and at the address you are using to apply for the Congestion Charge residents' discount)
Company car:
A company car authorisation letter - this must be on company headed paper, state your full name, the number plate (Vehicle Registration Mark) and confirm that the vehicle is for your use only. (The vehicle must be registered in the company name with the DVLA)
Lease vehicle:
Vehicle lease document - this is the document that you signed to lease the vehicle. (The vehicle must be registered in the lease company name with the DVLA)
A company car provided by a lease company:
Your company's vehicle lease document (this is the document that you signed to lease the vehicle)
AND
A company car authorisation letter - this must be on company headed paper, state your full name, the number plate (Vehicle Registration mark) and confirm that the vehicle is for your use only. (The vehicle must be registered in the company or lease name with the DVLA)
All documents must be clear enough to read easily. If we can't read them we may ask you for more proof. This will delay the registration process.
Cost
There is an annual £10 registration charge for this discount.
To pay the discounted Congestion Charge online you need to set up Auto Pay. You'll only pay for the days that you drive within the zone and protect yourself from receiving Penalty Charge Notices.
If your vehicle does not meet the ULEZ emissions standards you need to pay the full daily ULEZ charge when driving in the zone.
Just moved into the Congestion Charge residents' discount zone?
If you've just moved into the Congestion Charge zone and don't have the documents you need, you can still apply for the discount and provide your documents later. Remember to tell us by selecting the correct button below.
You will need to pay the full charge until your discount has been approved. However, subject to the Congestion charge residents' discount terms and conditions, you may be entitled to a 90% refund of the charges you've paid while you've been waiting.
If you have a motor tricycle which is one metre or less wide, and two metres or less long, it is eligible for a 100% discount.

To apply for the discount you will need to provide images of your vehicle (front, back and side) showing the number plate (Vehicle Registration Mark) along with a copy of the V5C registration document (log book).
Once we've approved your application and your discount is active, you can drive within the zone for free.

Renewing your motor tricycle discount
We will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.
To qualify for this 100% discount the vehicle must be registered with the DVLA and have a taxation class of 'recovery vehicle'.

If your recovery vehicle is registered with the DVLA as tax class 47 and our records show this, you can apply for your discount online without any further evidence.
If our records do not show that your vehicle is registered with the DVLA as a recovery vehicle, we will ask you to submit an image of the V5C vehicle registration certificate (logbook) - the document sent by the DVLA or DVA - to show that the vehicle is eligible for the discount.
From 7 April 2025, this discount will also apply for the Blackwall and Silvertown tunnels charge.

Vehicles with nine or more seats are eligible for 100% discount of the Congestion Charge and from 7 April 2025, the Blackwall and Silvertown tunnels charge.

While some 9+ seater vehicles are automatically exempt from certain charges, others will need to apply to receive a discount.
Congestion Charge
If your vehicle is registered the DVLA as a bus (taxation classes 'buses' and 'reduced pollution buses') you are automatically exempt and do not need to register with us for this discount.
Blackwall and Silvertown tunnels charge (from 7 April 2025)
If your vehicle is registered with the DVLA as body type minibus, bus or coach, you won't need to pay the Blackwall and Silvertown tunnels charge or register for this discount to use the tunnels. Other 9+ seater vehicle types will need to apply.
Non-UK vehicles
If your 9+ seater vehicle is registered outside the UK but within the European Economic Area, you will need to register with us.

A V5C - this is the vehicle registration document (logbook) that the DVLA sends you. If you are from outside of the UK, please send a copy of the vehicle registration document issued by your vehicle licensing agency

The vehicle's MOT certificate
The vehicle's CIF or COIF (Certificate of Initial Fitness)
Your insurance document
Another proof that shows the number of seats

You don't have to pay the Congestion Charge or register with us if the vehicle is recorded at the DVLA in one of these categories:
Two-wheeled motorbikes (and sidecars) and mopeds
Emergency service vehicles, such as ambulances and fire engines, which have a taxation class of 'ambulance' or 'fire engine' on the date of travel
NHS vehicles that are exempt from vehicle tax
Vehicles used by disabled people that are exempt from vehicle tax and have a 'disabled' taxation class
Vehicles for more than one disabled person (for example Dial-a-Ride) that are exempt from vehicle tax and have a 'disabled' taxation class

Other exemptions
Certain vehicles, including buses, registered in European Economic Area member states, must also be registered with us to qualify for an exemption.

Taxi and private hire vehicles (PHVs)
Taxis are exempt from paying the Congestion Charge when actively licensed with London Taxi and Private Hire (TPH). A vehicle will be removed from the register of exempt vehicles on the surrender, expiry or revocation of the license.
Private hire vehicles (PHVs) are not exempt from the Congestion Charge. PHV drivers and operators need to pay the Congestion Charge if they travel within the zone during charging hours.
PHVs designated as wheelchair-accessible vehicles(WAV) will still have an exemption from the Congestion Charge as long as they are fulfilling a private hire booking. They must also be actively licensed with London Taxi and Private hire (TPH).
Some PHV vehicles may be eligible for one of the Congestion Charge discounts.
When Blackwall and Silvertown tunnels charging begins from 7 April 2025, taxis licensed with TfL will be exempt from the charges.
Private hire vehicles (licensed by TfL) that are either zero-emission capable or wheelchair accessible will not be charged when carrying out a booking.
