What we do

  • Help the Mayor develop evidence, policies and standards for transport-related parts of the London Plan
  • Research, develop and test new innovative policies
  • Provide supporting analysis and evidence
  • Promote our work to boroughs and other relevant people

Local policymaking

We're consulted by London boroughs when they create their local plans, planning documents and Community Infrastructure Levy (CIL) charging schedules. We make sure they reflect and help deliver priorities in the Mayor's Transport Strategy.

We ensure the transport approach in land use planning stays consistent and evidence-based across TfL. For example, we can support you when we publish any guidance which may affect planning and new development in London.

We have a strong relationship with the Greater London Authority and Mayor to represent the Mayor's Transport Strategy in local policy consultations and Examinations in Public.

Community Infrastructure Levy (CIL) and Section 106 (s106)

We're responsible for administering the Mayoral Community Infrastructure Levy (MCIL). We work with the Mayor and Greater London Authority to set the charging schedule and publish biannual monitoring reports. These assess the impact of MCIL.

We're responsible for collecting s106 funding secured by boroughs for TfL projects. We work with boroughs to get transport improvements in line with the Mayor's Transport Strategy funded by the CIL and collected by local authorities.
