We answered

TfL Ref: 0713-2425

Thank you for your request received by Transport for London (TfL) on 31 May 2024 asking for information about private hire licenses..

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold the information you require. You asked for the number of private hire licenses  issued since December 2023 for new applicants, and for the number of new PHV driver applications submitted since 17 May 2024 that have not had a final licensing assessment/decision.

As of 11 June, there are 942 new private hire applications received since 17 May 2024 that are still being assessed and have yet to reach a final licensing decision.

Between 1 December 2023 and 9 June 2024, we received 7,475 new applications for a private hire driver licence, of these 411 have been successfully licensed.

The licensing requirements for a private hire vehicle driver are set out here

The process is multi-staged and often iterative, which can involve requests for further information or clarity from applicants. There are also a number of elements in the licensing process that are outside of TfL’s control, such as the completion of a DBS check and submission of any required medical information.

The process also includes a number of mandatory driver assessments, including topographical, safety equality and regulatory understanding and English language. Applicants must undertake and pass these assessments before they can be licensed.

Please note that we seek to maintain periods of continuous licensing for existing licensees. Applications for new private hire vehicle driver licences are progressed alongside this.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
