I am writing to you, pursuant to s.1 the Freedom of Information Act 2000 (the act), to request the following information from Transport for London.
Pursuant to s.1(a) of the act, you are required to confirm if the requested information, is held by London Borough of Lewisham Council (“the duty to confirm or deny”)
Pursuant to s.1(b) of the act, you are required to communicate the requested information to me.
Current ULEZ
1. Please provide me with a list of all roads within London that are exempt from the current ULEZ scheme.
2. Please provide me with the reason why each road is exempt.
Expanded ULEZ
1. Please provide me with a list of all roads within London that will be exempt from the expanded ULEZ scheme, when it is introduced later in 2023.
2. Please provide me with the reason why each road is exempt.
If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request.
If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

TfL Ref: FOI-0015-2223 and FOI-0017-2324 Thank you for your requests received by Transport for London (TfL) on 1st and 2nd April 2023 asking for information about the ULEZ expansion. Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Under case reference FOI-0015-2324 you asked: “When speaking to the Sunday Times, the Mayor of London Sadiq Khan said: “It’s the poorest Londoners, who are least likely to own cars, who suffer the worst consequences of bad-quality of air." At the last Mayor's Question Time of this session, Neil Garratt asked the Mayor to provide the data upon which this statement and claim was based. Pursuant to the Freedom of Information Act, please provide me with data used by Mayor, when making this claim.” The source of the data on the poorest Londoners suffering the worse consequences from air pollution is the report ‘Air Pollution and Inequalities in London: 2019’ which was published in October 2021. A copy can be found on the Greater London Authority website here: https://www.london.gov.uk/programmes-and-strategies/environment-and-climate-change/environment-publications/air-pollution-and-inequalities-london-2019 The statistic on car ownership of Londoners on lower incomes is from the Travel in London report issue 12, published on the TfL website here: https://content.tfl.gov.uk/travel-in-london-report-12.pdf. - see page 72, under “Car ownership and household income”. This shows that households with lower incomes are less likely to own a car. Under case reference FOI-0017-2324 you asked: “Current ULEZ 1. Please provide me with the reason why each road is exempt.” Roads are not “exempt” from the ULEZ scheme. They are either included within the defined boundaries or they are not.
