Please provide this in a table in Excel format. Ideally please include reasoning for why some roads are not fully included in the plans.

Thank you for your request received by Transport for London (TfL) on 12th August 2022 asking for information about the proposed ULEZ expansion.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

I am afraid that TfL has not compiled such a list, and the only way we could do so from the information at our disposal would be to compare the proposed expansion area (which is equivalent to the current Low Emission Zone) with a map showing London’s roads. This same information is already available to anybody wishing to compile such a list using the map of the Low Emission Zone found on our website here: https://tfl.gov.uk/modes/driving/low-emission-zone/about-the-lez
In accordance with section 21 of the FOI Act, we are therefore not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
As stated in the ULEZ expansion consultation brochure, the LEZ boundary is considered suitable for the London-wide ULEZ as it broadly follows the Greater London Authority boundary and provides opportunities for vehicles to divert away from travelling into London.
