Scrappage scheme closed to new applicants
We are no longer accepting new, stage 1 applications for the ULEZ car and motorcycle scrappage scheme.
We are still processing applications submitted before Sunday 8 September 2024. If you applied before that date, we guarantee your application will be processed and reviewed for eligibility.
We will offer you a grant payment if you have:
- Already put in an application, and
- You meet the eligibility criteria, and
- You provide the required evidence when asked
If you have already applied and not yet received confirmation of an outcome, we aim to contact you within 10 working days.
Check your vehicle
If your vehicle doesn't meet the ULEZ emissions standards, you may need to pay a daily charge to drive it within the zone. We prefer vehicle owners use a vehicle that meets the emissions standards if they need to drive or to use public transport, walk or cycle where possible rather than pay the daily charge.

You should only scrap/donate your vehicle or retrofit your wheelchair accessible van if you have received confirmation form us that your application has been approved.
Vehicles for Ukraine
Successful scrappage scheme applicants can choose to donate suitable vehicles to Ukraine instead of scrapping them, and still receive a grant payment.
British-Ukrainian Aid (BUA), a UK-registered charity, will support with the transfer of vehicles to Ukraine to be used for humanitarian and medical purposes.
How it works
To donate your vehicle to Ukraine and receive a scrappage scheme grant payment, you must meet the scheme eligibility criteria. You will need to have followed the application process as outlined and picked the option to scrap your vehicle when you applied.
If we approve your application, we will send you a confirmation of eligibility letter which explains your options. To donate your vehicle to Ukraine, you will need to complete BUA's online form using the link in your letter.
Arranging the transfer
BUA will contact you within 5 working days to confirm if your vehicle is suitable and let you know what other documents you need to have for the transfer. They'll also arrange the drop off or collection of your vehicle at a convenient time.
BUA will check all your vehicle details match when you transfer the vehicle. You will need to give BUA the new keeper slip from the vehicle's V5C and then notify the DVLA that the vehicle has been transferred to BUA as the new keeper, using the details they provide.
Certificate of Donation and grant payment
When you've transferred your vehicle, BUA will email you a Certificate of Donation. You can upload this in the 'Submit evidence of scrap, donation or retrofit' section on this page. After we verify your certificate, we will send your grant payment.
If BUA finds your vehicle is not suitable, then you can scrap it at an Authorised Treatment Facility instead.
If you donate your vehicle before receiving the confirmation of eligibility letter from us, you will not be eligible for a grant payment and TfL will not be liable for any costs you incur.
Authorised Treatment Facilities (ATFs)
Applicants who are successfully approved and scrap their vehicle within the specified timeframe may also be eligible for a separate, additional payment from the ATF for its scrap value. This additional payment from the ATF is unrelated to the grant payment received from TfL.
TfL have partnered with ATFs CarTakeBack, EMR and Redcorn Ltd who can scrap vehicles approved for the scrappage scheme quickly and may also offer an additional payment for most vehicle types.
Application Stage 2: Scrap/donate or retrofit your vehicle
If your stage 1 application is approved, you'll receive a confirmation of eligibility letter and we'll ask you to scrap, donate, or retrofit your vehicle.
Scrap a vehicle
If you choose to scrap your vehicle, you should do this at an ATF. They will issue you with Certificate of Destruction. You will have one month, from the date of your confirmation of eligibility letter, to scrap your vehicle and provide us with the evidence.
Donate a vehicle
If you choose to donate your vehicle to Ukraine, you should complete BUA's online form using the link provided in your confirmation letter. BUA will then check if your vehicle is suitable. If confirmed, they will contact you and arrange drop/off collection of your vehicle and then email you a Certificate of Donation. You will have one month, from the date of your confirmation of eligibility letter, to donate your vehicle and give us the evidence.
If BUA decide that your vehicle is not suitable, they will notify you and you can scrap your vehicle at an ATF instead.
Applicants who donate their vehicles to Ukraine will not be eligible for any additional payment that they may have received from an ATF for a scrapped vehicle.
Retrofitting a vehicle
If you are retrofitting a wheelchair accessible vehicle (van) you will need to contact an approved Clean Vehicle Retrofit Accreditation Scheme (CVRAS) fitter to find out if your vehicle (van) can be retrofitted and arrange for the works to be completed. The fitter will issue you with a retrofit invoice and CVRAS vehicle installation certificate. You will have 6 months, from the date of your confirmation of eligibility letter, to retrofit your vehicle and provide us with the evidence.
Confirmation of eligibility
You should not scrap, donate, or retrofit your vehicle until you receive confirmation from us that your application has been approved.
TfL will not be liable for any costs you incur if you scrap, donate, or retrofit your vehicle before receiving a confirmation of eligibility letter from us.

Grant payment
We will process your grant payment cheque once we have received and verified your evidence. Your cheque will be made payable to the applicant (you) and sent by post to the address on your Road User Charging account. If you applied for adult-rate Annual Bus & Tram Passes, these will also be posted to your address.
Submit evidence of scrap, donation, or retrofit
Once your stage 1 application has been approved and you have scrapped, donated, or retrofitted your vehicle, you will need to provide us with the evidence here.
You must be signed into the same Road User Charging account that you submitted your application from, or your grant payment will be delayed.
If you've scrapped a vehicle, you need to upload an image of the Certificate of Destruction (as issued by an ATF).
If you've donated a vehicle to Ukraine, you need to upload an image of your Certificate of Donation (as issued by BUA).
If you've retrofitted a vehicle, you will need to upload an image of the CVRAS retrofit invoice and CVRAS vehicle installation certificate. These must be dated after the date of the letter we send you confirming your eligibility for the scheme.
Next steps
We will aim to process your evidence within 10 working days. We will contact you with the outcome. Once approved, your grant payment will be sent by post to the named applicant at the address on the Road User Charging account. If you applied for adult-rate Annual Bus & Tram Passes, these will also be posted to your address.

There are exclusive promotions for successful scrappage scheme applicants as well as other offers for all Londoners to take advantage of, whether they applied to the scrappage scheme or not. These offers are for a limited time only.
By switching to other more sustainable modes of transport and using the offers, you could save money. You can get money off things like hire and/or subscription services for bikes, cargo-bikes, e-bikes and e-scooters. There are also discounts on car clubs with fleets that meet the ULEZ emissions standards, and other great deals.

Eligibility criteria for existing applicants
The scheme is now closed to new applicants, but we've included the scheme eligibility criteria here as reference for people who have already applied.

You will need to have lived within one of the 32 London boroughs or the City of London (Greater London area) to be eligible for the ULEZ car and motorcycle scrappage scheme. If you received a grant payment under the previous ULEZ car and motorcycle scrappage scheme you will not be eligible for a grant payment.
Grant payment options
For cars, motorcycles and wheelchair accessible cars or vans there are 8 grant payment options:
- Scrap or donate a car - £2,000
- Scrap or donate a car - £1,600 plus one adult-rate Annual Bus & Tram Pass
- Scrap or donate a car - £1,200 plus two adult-rate Annual Bus & Tram Passes
- Scrap or donate a motorcycle - £1,000
- Scrap or donate a motorcycle - £600 plus one adult-rate Annual Bus & Tram Pass
- Scrap or donate a motorcycle - £200 plus two adult-rate Annual Bus & Tram Passes
- Scrap or donate a wheelchair accessible vehicle (car or van) - £10,000
- Retrofit a wheelchair accessible vehicle (van only) - £6,000
The options with one or two Annual Bus & Tram Passes have a higher total value than the grant payment alone. For example, the option to scrap a car and receive one Annual Bus & Tram Pass and a lower payment is worth over £2,500 and the option to scrap a car and receive two Annual Bus and Tram Passes and a lower grant payment is worth over £3,000.
If your application is successful, you can choose to receive your grant payment as a one-off payment, or a reduced grant payment plus one or two adult-rate Annual Bus & Tram Passes. The Annual Bus & Tram Passes are issued on Oyster cards; a single Pass will be issued to you, and a second can be issued to someone you live with.
The Annual Bus & Tram Pass is non-transferable and non-refundable and gives the holder 12 months of unlimited travel on TfL buses and trams throughout London.
Eligible applicants and vehicles
You must live within one of the 32 London boroughs or the City of London and be the registered keeper of the vehicle you applied with.
You could apply with cars, motorcycles (including mopeds, motorised tricycles and quadricycles) or wheelchair accessible vehicles (cars and vans).
To be eligible for a grant payment, the vehicle needs to have been registered with the DVLA to you, at your address, since 30 January 2022 or before. The vehicle must also have valid insurance, road tax and MOT and not meet the ULEZ emissions standards.
If you are claiming certain disability benefits and have a nominated driver with an address outside of London, you could have applied to scrap, donate, or retrofit their vehicle. The vehicle would have needed to have been used solely to meet your personal needs and meet the other eligibility criteria.
Wheelchair accessible vehicles (WAV)
To qualify for the WAV scrappage grant payment, the vehicle must be converted by mobility experts to allow a disabled person to access the vehicle as the driver or passenger. You could apply to scrap or donate a wheelchair accessible car and there is also the option to scrap, donate or retrofit a wheelchair accessible van.
The vehicle must be fitted with one or more of the following adaptations:
- A permanently fitted foldable ramp or a powered lift allowing the wheelchair user to enter the vehicle
- An electric or hydraulic wheelchair hoist to lift a person or wheelchair into the vehicle
- A swivel seat on either the passenger or driver side of the vehicle.
- An accelerator ring permanently fitted to the steering wheel of the vehicle
Evidence required:
All applicants must provide:
- One image showing the whole rear of the vehicle including clearly legible number plate of vehicle
We will also need to see:
Where the vehicle is adapted to be wheelchair accessible:
- One image of the vehicle's permanent conversion for wheelchair access
- One image of the wheelchair securing system
Where the vehicle is adapted to enable use by wheelchair users:
Either
- Two images of the swivel seat, one facing forwards and one sideways
Or
- Two images of the hydraulic or electronic hoist system; one of it permanently attached to the vehicle and one of it installed in the vehicle (showing the interior of the vehicle for context).
Where the vehicle is adapted to be driven by a disabled person:
- One image of the vehicle driving area, with the door open, showing the accelerator ring and the interior of the vehicle in context.
- One image showing the accelerator ring attached to the steering wheel of the vehicle.
Sole Traders
If you are a sole trader scrapping or retrofitting a vehicle with business insurance and you have received or expect to receive any subsidy control (Minimal Financial Assistance) this year or in the preceding two financial years, you will have needed to provide details about this funding during the application.
Your benefits and tax status may be affected
Some low income, means-tested benefits are affected by the amount of money you have in savings. The ULEZ car and motorcycle scrappage scheme grant payment may be treated as savings for any means-tested benefits you claim. If this grant payment is treated as savings, and takes you over the permitted savings limit, your benefit claims may be affected. Applying with a private (personalised) plate
If you have applied to scrap/donate a vehicle that has a private (personalised) number plate, you will need to have provided the private plate details when entering your number plate (Vehicle Registration Mark) in the application, so that we can validate your vehicle make and model. If you receive a confirmation of eligibility letter from us, you should remove your private plate and then scrap/donate your vehicle.
