Scheme suspended to new applicants

Due to unprecedented demand and limited funds, the Scrappage Scheme is currently suspended for van applications.  New applications are not being accepted.

If you've already applied to the scheme, we'll contact you to give the status of your application and whether you're eligible for a payment, subject to available funds. Please note, TfL will not be liable for any costs you incur if you decide to scrap your vehicle before receiving the relevant correspondence from us.

If you've received a confirmation letter from TfL, you can continue to scrap your vehicle and submit your evidence to claim your grant payment. Eligible charities who want to scrap a minibus should contact us using the online enquiry form.

Organisation and vehicle eligibility

If your vehicle doesn't meet the ULEZ emissions standards you will need to pay a daily charge to drive it within the zone. Under the scrappage scheme, eligible businesses with up to 50 employees and charities can apply for funds of up to £9,500 to scrap up to three light vans and minibuses and switch to cleaner vehicles. Successful applications to the scheme before 28 September 2020 do not count towards this limit. The following organisations could apply.

Micro businesses who must have:

  • 10 or fewer employees
  • Up to £632k turnover OR up to £316k balance sheet total in the preceding and current financial year AND
  • Companies House registration as an active company in the UK OR be VAT registered in the UK

Small businesses who must have:

  • 50 or fewer employees
  • An annual turnover of not more than £10.2 million OR a balance sheet total of not more than £5.1 million AND
  • Companies House registration as an active company in the UK OR be VAT registered in the UK

Sole traders who must be:

  • A self-employed person who owns and operates a business in the UK as an individual

Charities who must be an:

  • Entity registered with the Charities Commission as an active charity

To be eligible to apply for the option Scrap and replace a ULEZ non-compliant light van or minibus (£7,000 Grant) organisations must be registered with either Companies House or the Charities Commission at an address in the Greater London Area (GLA). Sole traders must have a business address in the GLA.

Vehicle(s) you intend to scrap must be:

  • A light van (up to and including 3.5 Tonnes GVW) or minibus (up to and including 5 Tonnes GVW) owned by an eligible organisation for more than calendar 12 months before the start of the scrappage scheme on 22 February 2019
  • Insured for business use
  • Road taxed with a valid MOT
  • Scrapped at an approved Authorised Treatment Facility (ATF)

The vehicle that you want to scrap must also fail to meet the ULEZ emissions standards.

Grant payments

Information given on this page is to help approved applicants continue to scrap their vehicle. Eligibility details are from before the scheme suspension.

Scrap a ULEZ non-compliant light van or minibus (£7,000 Grant)

The vehicle being scrapped must be:

  • A light van up to and including 3.5 Tonnes Gross Vehicle Weight (GVW) or a minibus up to and including 5 Tonnes GVW that doesn't meet the ULEZ standards (this includes pre Euro 6 diesel vehicles and pre Euro 4 petrol vehicles)
  • Have been driven within the Congestion Charge zone at least 26 times between 22 August 2018 and 22 February 2019 (six months before the scrappage scheme was opened to light vans and minibuses). This will be checked against existing transactions in your London Road User Charging account

For journeys made outside of Congestion Charge operational hours (for the period 22 August 2018 to 22 February 2019 these hours were 07:00-18:00, Monday to Friday) we will consider evidence of travel.

Scrap and replace a ULEZ non-compliant light van or minibus (£7,000 Grant)

The vehicle being scrapped must be:

  • A light van up to and including 3.5 Tonnes Gross Vehicle Weight (GVW) or a minibus up to and including 5 Tonnes GVW that doesn't meet the ULEZ standards (this includes pre Euro 6 diesel vehicles and pre Euro 4 petrol vehicles)

Replacement vehicle must be:

  • A light van up to and including 3.5 Tonnes Gross Vehicle Weight (GVW) or a minibus up to and including 5 Tonnes GVW that meets the ULEZ standards. This includes Euro 6 diesel vehicles including diesel hybrid and Euro 4 (or above) petrol vehicles including petrol hybrid
  • Purchased or on a hire/ lease contract that is at least 2 years long

The eligible organisation applying must be registered with either Companies House or the Charities Commission at an address in the Greater London Area (GLA). Sole traders must also have a business address in the GLA.

Scrap a ULEZ non-compliant light van or minibus and running cost contribution for an electric vehicle (£9,500 Grant)

The grant payment is made up of £7,000 for scrapping a ULEZ non-compliant light vehicle that doesn't meet the ULEZ standards plus a £2,500 contribution towards running costs (including insurance) of a replacement fully electric vehicle.

The vehicle being scrapped must be:

  • A light van up to and including 3.5 Tonnes Gross Vehicle Weight (GVW) or a minibus up to and including 5 Tonnes GVW that doesn't meet the ULEZ standards (this includes pre Euro 6 diesel vehicles and pre Euro 4 petrol vehicles)

Replacement vehicle must be:

  • A fully electric light van up to and including 3.5 Tonnes Gross Vehicle Weight (GVW) or a fully electric minibus up to and including 5 Tonnes GVW
  • Purchased or on a hire/lease contract that is at least 2 years long

For eligible organisations applying who aren't registered in the Greater London Area, the vehicle being scrapped must also:

  • Have been driven within the Congestion Charge zone at least 26 times between 22 August 2018 and 22 February 2019 (six months before the scrappage scheme was opened to light vans and minibuses). This will be checked against existing transactions in your London Road User Charging account

If you have applied to scrap a vehicle with a cherished plate

If you receive a confirmation of eligibility letter you should remove your cherished plate and then scrap your vehicle. When you submit the evidence that your vehicle has been scrapped also include the DVLA plate transfer documents.

Any applications submitted before 17:00 on Friday 28 August 2020 will be processed as normal. If you have already applied to the scheme and received a confirmation letter you can continue to scrap your vehicle and submit your evidence to claim your grant payment. Eligible charities who want to scrap a minibus should contact us using the online enquiry form.

Submitting evidence of a scrapped vehicle

After you've scrapped your vehicle, you need to upload an image of the Certificate of Destruction.

If you are replacing a vehicle you will also need to upload evidence of a ULEZ compliant replacement vehicle. Provide the following:

  • Vehicle Registration document (V5C)
  • Current certificate of motor insurance (for business use)
  • Sales invoice, lease document or hire agreement (for a duration of more than two years)

You must be logged into the same London road user charging (LRUC) account that you submitted your application from or your grant payment will be delayed.

We will aim to process your evidence within 10 working days. We will contact you with the outcome. Once approved, your grant payment will be sent by post to the named organisation at the address on your application form.
