Currently I am working on a research concerning the Low Emission Zone (LEZ) and Ultra Zone (ULEZ) in London. And I am looking for access to the following datasets: A) Compliance rate of London’s LEZ Phase I , Phase II and Phase III. This dataset covers period between 2007 to 2012. B) Number of Phase I and Phase II subject vehicles for LEZ in London. C) Compliance rate of ULEZ in 2019, 2021, 2023 Clarification received regarding Question B on 09/02/2024: I will clarify it as follows: --Number of Phase I and Phase II subject vehicles for LEZ in London. By this I mean, the number of vehicles (targeted by Phase I and Phase II of LEZ) operating in London. These vehicles are driven in London (they could be both London registered or vehicles from outside but operating in London). I am hoping to get data between 2007 and 2012. So, in summary, the number of Phase I and Phase II affected vehicles driven in London between 2007 and 2012. Thank you,

Thank you for your request received by Transport for London (TfL) on 31st January 2024 – as clarified on 9th February 2024 - asking for LEZ and ULEZ compliance data.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are answered below, to the extent that we can:

Question A: Compliance rate of London’s LEZ Phase I , Phase II and Phase III. This dataset covers period between 2007 to 2012.

Answer: Phase one of the LEZ was launched on 4 February 2008 and applied to heavy goods vehicles of over 12 tonnes maximum gross vehicle weight and had to meet the Euro 3 standard for PM. Phase two affecting buses, coaches and medium or heavy goods vehicles of between 3.5 and 12 tonnes maximum gross vehicle weight, came into effect on 7 July 2008.

Phase three and four of the LEZ were introduced on 3 February 2012 when the standards for vehicle in Phases one and two were tightened to Euro IV and more vehicles were affected.

Following the launch of the scheme in 2008 we published an impact monitoring report in July 2008. This included compliance rates and vehicle volumes for phases one and two.

Question B: Number of Phase I and Phase II subject vehicles for LEZ in London. Clarified as follows: by this I mean, the number of vehicles (targeted by Phase I and Phase II of LEZ) operating in London. These vehicles are driven in London (they could be both London registered or vehicles from outside but operating in London). I am hoping to get data between 2007 and 2012.

Answer: Details of vehicle volumes following the launch of Phases one and two are in the aforementioned report. As these phases are no longer in operation, we do not hold current vehicle volumes.

Question C: Compliance rate of ULEZ in 2019, 2021, 2023

Answer: ULEZ compliance rates are publicised in our online fact sheets at https://tfl.gov.uk/corporate/publications-and-reports/ultra-low-emission-zone#on-this-page-6
