We answered

Our Ref: FOI-2555-2324

Thank you for your request received on 18 October 2023 asking for information about the Ultra Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked:

  • How much has the new expanded ULEZ areas increased TFL profits since 29/08/2023.

Information on the revenue generated from the ULEZ expansion has recently been published in our One Month on Report:

https://www.london.gov.uk/programmes-strategies/environment-and-climate-change/environment-and-climate-change-publications/london-wide-ultra-low-emission-zone-first-month-report

  • How much is it costing to have the AA for recovering damaged and broken down ULEZ vans.
  • How much is being spent on ULEZ vans security.

In accordance with the EIR, we are not obliged to supply any of the information as it is subject to a statutory exception to the right of access to information under regulations R12(5)(a) – international relations, defence, national security & public safety (in this instance specifically public safety), regulation 12(5)(b) – the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature – (in this instance specifically the course of justice), and regulation 12(5)(e) – confidentially of commercial or industrial information where such confidentiality is provided by law to protect a legitimate economic interest.

The rationale for this is explained in more detail in a published response to a previous information request which is available on our website here:

https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-0970-2324

  • What is the name of the company supplying the ULEZ vans?

The ULEZ enforcement vans are supplied by Capita.

  • What is the money received through ULEZ charges being spent on?

Any net revenue received from ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London. The ULEZ is projected to stop making a surplus in 2026/27 as compliance levels continue to increase.

The LEZ scheme four year programme, which can be found at the bottom of the ULEZ publications page: https://tfl.gov.uk/corporate/publications-and-reports/ultra-low-emission-zone, outlines at a strategic level what our ULEZ and LEZ net proceeds will be spent on in the next four years.

  • Finally do any of the companies being employed by TFL have any connection to anyone at TFL?

To observe the highest standards of impartiality, integrity and objectivity, each chief officer declares their interests - including positions, directorships and shareholdings - relevant to us. Declarations of interests are published alongside chief officer biographies on our website:

https://tfl.gov.uk/corporate/about-tfl/how-we-work/corporate-governance/chief-officers
