Thank you for your request received by Transport for London (TfL) on 29 November 2022 asking for information about the ULEZ expansion consultation, diesel buses and black taxis.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. Driving in the current Ultra Low Emission Zone:
The ULEZ currently covers all areas within the North and South Circular Roads. If you drive in the zone with a non-compliant vehicle then you will have to pay the daily charge. To check if your vehicle is complaint you can use our vehicle checker tool by clicking the link below:

The Mayor has recently announced that the ULEZ will expand to cover all of the Greater London area from 29 August 2023. At this point you will require a compliant vehicle to drive anywhere within the GLA boundary. Question - 1 what was the outcome of the consultation i.e. % for and against
On 25 November 2022 we published our consultation reports on (i) the proposed revision to the Mayors Transport Strategy and (ii) our proposals to help improve air quality, tackle the climate emergency, and reduce congestion by expanding the ULEZ London-wide and other measures. Links to both consultation reports are provided below:
In the consultation we did not ask a specific question regarding support or opposition for the ULEZ expansion. A consultation is not a referendum on a binary question, instead its purpose is to ascertain the thoughts, feelings, views and feedback from groups most likely to be impacted by our proposals. This information is then reported to the Mayor for consideration and to assist in decision making.
We did ask a question relating to the implementation date of ULEZ London wide. The specific question was “We are proposing to expand the ULEZ London-wide on 29 August 2023. What do you think of the implementation date? “You can review all of the data relating to this question in section 4.13 of the Report to the Mayor (2). Our qualitative analysis of consultation feedback is also detailed in the Report to the Mayor (2), regarding general comments of support or opposition. Section 5.2.2, table 34 provides a summary of the general comments that were received in support of the scheme proposals, while section 5.2.3. table 35 provides a summary of the general comments that were received in opposition to the proposals.
Question 2 how many diesel buses run by TfL are still operating daily in the TfL ULEZ area, and when do you intend to abolish these
All of the contracted bus fleet meets the ultra-low Euro VI emissions standard which has shown up to 90% reduction in local emissions.
All of the fleet on the central area has reduced carbon emissions - with a fleet of zero emission single deck buses, all of the double deck fleet is hybrid which reduces carbon by 10-20%, and the confining transition of the fleet to ZE, with over 10% of the fleet now zero emission.
Question 3 - how many black taxis are currently operating on a daily basis that do not apply to your new regulations
