You asked

Transport for London (TfL) implements the Mayor's Transport Strategy and is the main agency for transport services in London. As such, it was responsible for running the consultation on proposals to expand the Ultra Low Emission Zone (ULEZ) London-wide and will be responsible for its forthcoming implementation and operation. You may wish to send a further request to TfL at [email protected]. Therefore, please can the following be supplied including a break down of the cost and amount of fuel, energy and carbon footprint used for the following: Designing and producing all promotional material websites and surveys with regards to the ULEZ campaign. Including cost of running servers that surveys have been made accessible online. Cost of any consultants and internal staff used including carbon footprint of their involvement in travel to meetings and or attending meetings remotely (energy costs) Cost of manufacturing ULEZ signs and installation of these on street furniture. Amount of fuel and carbon used to transport these from place of manufacture to place of installation. Carbon footprint relating to the manufacture of these signs. Carbon footprint with regards to energy used to run servers that are used to allow the collection of charges and fines with regards to ULEZ. Cost of running these servers. Cost of powering cameras to monitor ULEZ zones, including servers and data links, energy costs of running camera network.

Thank you for your request received on 5 August 2023 asking for information about the costs associated with the Ultra Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require.
 
We are committed to protecting and improving the environment. The Corporate Environment Plan 2021, also available on our sustainability page, details what we are doing in order to achieve the goal of zero-carbon operations. The main aim of the ULEZ is to reduce emissions of the pollutants that are most damaging to human health from road transport in London, specifically nitrogen oxides (NOx) and particulate matter (PM). The ULEZ helps improve air quality by reducing the number of vehicles in London that do not meet certain emissions standards. The ULEZ has already helped to reduce harmful nitrogen dioxide levels by nearly half in central London and a fifth in inner London, compared to what they would have been without the ULEZ and its expansion to inner London.

We do not hold information on the cost of running servers or the associated costs or carbon footprint of any consultants or internal staff that have attended meetings regarding the ULEZ.
 
Cost of manufacturing ULEZ signs and installation of these on street furniture. Amount of fuel and carbon used to transport these from place of manufacture to place of installation. Carbon footprint relating to the manufacture of these signs.
 
The current estimated cost to supply and install the signage and associated infrastructure (which includes, design, supply, and installation) is in the range of £20-25m.
 
We do not hold information on the carbon footprint or the amount of fuel and carbon used to transport or manufacture these signs.
 
Carbon footprint with regards to energy used to run servers that are used to allow the collection of charges and fines with regards to ULEZ. Cost of running these servers.

TfL pays for the electricity supply for all of its infrastructure installed on the network, which includes the electricity supplied to the Automatic Number Plate Recognition (ANPR) cameras used to monitor the ULEZ. We do not hold separate costs for the power used to power the camera network.
