Thank you for your request received on 28 November 2022 asking for information about the Ultra-low Emission Zone (ULEZ) expansion.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
London-wide ULEZ is vital in tackling the triple threats of air pollution, the climate emergency and congestion, and will ensure millions more people can breathe cleaner air. Thousands die prematurely each year as a result of toxic pollution and it causes children to grow up with stunted lungs and increases the risk of dementia in older people.
TfL takes its responsibility to run robust and legally compliant consultations extremely seriously. The Mayor made his decision to confirm the expansion of the ULEZ London-wide (with modifications) on 24 November after having considered a full report from TfL on the consultation responses and taking into account other relevant information and issues.
To date TfL have spent £753,543.45 on the consultation. This includes, preparing and publicising the consultation, promoting the consultation while it was open and analysing the feedback.
Based on current assumptions made, the estimated costs to set up the expanded London-wide ULEZ are in the range of £150-160m. This includes costs of signage, detection and enforcement infrastructure, a customer awareness campaign, project overheads and risk.
The Mayor announced that the scrappage scheme will launch at the end of January 2023 and he will provide £110m in funding for it. More information can be found in the following press release and on the TfL website:
