Thank you for your requests received by Transport for London (TfL) on 5 August 2019 asking for information about
- Please could you release any plans / summaries / documents that provide any details about the reason for, timetable and duration of engineering work for 2019 that affects either the Lea Valley line from Liverpool Street to Clapton.
- Please could you release any plans / summaries / documents that provide any details about the reason for, timetable and duration of engineering work for 2019 that affects London Overground services on the Chingford Branch.
- Please could you release any emails sent or received in the last three months that provide details or decisions on the timetable for introducing Class 710 trains onto the Chingford Branch of the London Overground.
Unfortunately, to provide all of the information you have requested in the above requests would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees Regulations 2004).
Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We have estimated that it would significantly exceed the cost limit to provide a response to your current requests. This is because in order to locate any plans, summaries or documents you have requested, we would have to carry out an email search across the whole of TfL using the suggested key words of ‘Class 710’ and ‘London Overground’ for the time period you’ve asked about.
Many of the emails identified by this search are likely to be not relevant or may be duplicates, due to emails being repeated within email chains or to multiple people. Therefore the actual number of emails covered by your request will be a sub-set of these email ‘hits’. However, locating those that are relevant to your specific request would require us to manually review all of them to determine whether the email, or email chain, is relevant to your request and then we would need to extract and compile all of those that meet your request. As a result, we have therefore estimated that to manually locate, extract and collate all of the relevant emails caught by such a wide ranging search would considerably exceed the cost limit.
Please note that under Regulation 5(2) of the Data Protection and Freedom of Information (Appropriate Limits and Fees) Regulations 2004, we are permitted to aggregate requests where they relate to any extent to the same or similar information, and we consider that this is the case with your requests. This aggregation applies to any requests that are received within a sixty working day period.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example, by focusing on one particular aspect of the subject matter or for a narrowed period of time, between specific individuals and a more specific keyword.
