Thank you for your request received by Transport for London (TfL) on 20 March 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm TfL does hold the information you require. You asked:

I was hoping that you would be able to provide me with a more detailed breakdown of the costs involved with the operation of the London Congestion Zone please. I have seen that there is a breakdown stating annual values for ‘Administration and other costs, Scheme Operation, Additional bus costs, and Charge-payer compliance costs, but I was hoping that you could provide me with more information as to what these administration and operation costs entail.

The information you asked for is available in the current agreement for operation of the London Road User Charging services available on our website at https://tfl.gov.uk/corporate/publications-and-reports/london-road-user-charging-agreement It gives a comprehensive breakdown of what cost is involved in running the scheme. Please see Schedule 7 for more detail.

Please note some of the information, including contractual payments, has been redacted under section 43 - Commercial Interests. Disclosure of this information would be likely to prejudice our commercial interests, as well as Capita’s. Detailed breakdown of pricing is information which would be likely to affect Capita’s competitive advantage.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. In this instance, factors in favour of disclosure, such as the general public interest in transparency and openness are outweighed by the potential damage to the effective operation of the bidding process.

TfL recognises the need for openness and transparency by public authorities, but in this instance as disclosure of this information would be likely to prejudice TfL’s ability to obtain best value from its procurement process and Capita’s ability to compete with other companies, it is considered that the public interest favours the use of the exemption.

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
