Can you please provide a copy of the Construction Programme for the Colindale Station upgrade programme based on the March 2024 submission?
As a resident, I would like to see the detailed programme to support the TfL-declared 2024 opening date for the station and allow this information to be distributable to put everyone's mind at rest that the programme will not go beyond this date.

Thank you for your request received by Transport for London (TfL) on 16 March 2024 asking for information about Colindale Station Upgrade.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
I can confirm that we do hold the information you require. We are not obliged to provide you with the detailed programme of these works as this information is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests. The full detailed programme includes potentially commercially sensitive information, including forecast duration for subcontractor packages which have not yet been awarded. Releasing this information could also impact future competition and our ability to demonstrate and achieve value for money in future awards.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
However, more high level programme dates/durations are, already available in the public domain and we will confirm specific dates for any staged opening at the earliest opportunity – as we have for the planned track closures and commencement of the station closure.
3.2 Site Preparation and construction stages of the development.
3.2.1 Construction Stages Phase 1: Pre - station closure – January to Spring 2024 • Vegetation clearance • Utility service diversions • Office & storage compound set up • Tower crane installation • East cess piling • MEP enabling works • Soft stripping of platform structures (overbridge and canopy) • Demolition of platform structures (waiting room) • Demolition of existing station building structures (North and Southeast back of house rooms, parapet walls above retaining walls) Phase 2: Station closure – Spring to Autumn 2024 • Demolition and removal of platform structures (canopy, overbridge and stairs) • Cubic removal of existing ticketing gates • Western piling and pile caps • Platform foundations (northern stair, southern stair, northern canopy, lift pit) • Eastern side twin wall and columns • Cassette installation and deck construction • Pre-cast stair installation • Pre-cast lift shaft installation • Concourse deck construction • Switch Room fitout Works • Demolition of road bridge parapet wall • Installation of northern canopy • Installation of superstructure steelwork • Construction of rooms on the eastern and western mezzanine • Installation of roof (glulam beams and blue roof) • Build temporary tunnel to create provisional Station access
Phase 3: Station open in temporary state – Autumn to Summer 2025 • Installation of main roof • External wall cladding and glazing • Installation of lift • MEP works - installation of 2x lift supplies and lift interface points • Construction of urban realm at station entrance • Fit out eastern rooms • Fit out of western rooms (interface with Walking Route) • Eastern and western mezz build up • Fit out of concourse • MEP works - concourse • Completion of new Switch room and new Station Operating Room Phase 4: New station partially opens – Summer to Winter 2025 • Removal of the Temporary tunnel • MEP completion to BOH (Back of house) rooms effected by temporary tunnel • Close up western wall • Completion of fit out of western rooms (interface with walking route) • Demolition of E1 Switch room & Station Operating Room • Demolition of old station building Phase 5: Demobilisation – Spring 2025 • Remove office and storage compound • Remove tower crane • Replace removed urban realm items in Western Forecourt • Remove monitoring equipment • Handover/Completion Documentation
