Thank you for your request which we received on11 March 2024.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm that we hold some of the information you require. You asked:
2020-current date - the number of fines allocated to owners of electric vehicles
I am afraid that we do not hold the requested information. Our network of Automatic Number Plate Recognition (ANPR) cameras - which monitor vehicles entering the zone - automatically link to information about vehicles which are registered as exempt or subject to a discount. We do not record the fuel type of vehicles entering the zone for the purposes of managing our schemes, and therefore cannot identify whether electric vehicles have been charged. Information on how to register an electric vehicle for the Cleaner Vehicle Discount (CVD) can be found on our website here:
2020 - current date - the number of discount registrations received for electric vehicles
Our CVD is applicable to both battery electric and hydrogen fuel cell vehicles. As we don’t record the fuel type as part of the discount registration process, we aren’t able to split out just the electric vehicles.

2020 - current date - the number of renewed 'registrations' for electric vehicles
We do record the number of renewed registrations but cannot split out just the electric vehicles.
Details of policy / and supporting documentation related to electric vehicles and congestion charging
The Congestion Charging ‘Scheme Order’, the legal document which outlines how we must run the Congestion Charge, states that electric vehicles are 100% discounted from the Congestion Charge under the Cleaner Vehicle Discount (CVD). This is subject to registration with us and an annual renewal. A copy of the Scheme Order is available online at https://content.tfl.gov.uk/consolidated-scheme-order-may2019.pdf
Only battery electric or hydrogen fuel cell vehicles are eligible for the 100% cleaner vehicle discount. From 25 December 2025, the cleaner vehicle discount will be discontinued. From this date, all vehicle owners, unless in receipt of another discount or exemption, will need to pay to enter the Congestion Charge zone during charging hours.
