Thank you for your request received by Transport for London (TfL) on 17 February 2024 asking for the email for Morden’s train crew depot (Garth House) on the Northern Line.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm we do hold the information you require. However, in accordance with the FOI Act we are not obliged to supply the information as it is subject to a statutory exemption to the right of access to information under section 38(1) health and safety.
In this instance the exemption has been applied as disclosure of the information you have requested would be likely to endanger the safety of an individual by allowing unauthorised persons to make contact with the depot and potentially cause disruption or harm. This is not a public facing email address as it is a working depot. Whilst we make no suggestion that you would use this information for anything other than you own personal interest, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. The use of this exemption in relation to similar information was considered by the Information Commissioner in Decision Notice FS50607218, which was issued on 17 March 2016. The Commissioner upheld both the application of the exemption and the balance of the public interest. We consider the same arguments apply to your request. There is an extremely limited public interest in the disclosure of the specific information you are requesting. Due to the concerns we have raised and the fact that there are already well established channels of communication in place for people to use should they require contact, we believe that the balance of the public interest lies in favour of the exemption.
