Thank you for your request received by Transport for London (TfL) on 2 February 2024 asking for information about Equality Impact Assessments (EIA).
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.
1 Who is The Director of TFL responsible for Equality Impact Assessments (EIA) and Public sector equality Duty 2Which TFL department is responsible for EIAs All Directors and departments are responsible for EqIAs.
3Who has responsibility for signing off the protocol / methodology for carrying out the EIA consultation We consult on proposals that affect TfL’s services, transport network or policies. An Equality Impact Assessment is published as part of the consultation process to ensure that consultees have access to relevant information on which to make a considered response to the consultation subject. We do not consult solely on an EqIA.

5What is the criteria that triggers a EIA EqIAs are completed for all strategies, policies, business plans, change programmes or projects which impact on any of the nine protected characteristics of our customers and employees. 6Please can I have documents of procedures and guidance for how a a EIA consultation should be conducted. As stated in response to question (3) we do not consult solely on EqIA’s. Our guidance relating to EqIA’s and consultation is our objective to have an EqIA published alongside all other consultations materials at the point that we launch a consultation.

9Are EIA reports and data collected through the consultation made available to the public and if so how When we consult on a proposal an EqIA is published alongside all other relevant consultations materials, on our publicly accessible website https://haveyoursay.tfl.gov.uk/. When we conclude the consultation we then analyse all responses and compile a consultation report. When this is completed the report is published on https://haveyoursay.tfl.gov.uk/ . Everyone that responded to the consultation is notified when the report is published.
10 when a EIA is required, what are the arrangements for carrying out a general consultation When and how we consult with the public on matters relating to TfL’s services, transport network or policies is determined either by (i) statutory requirements and / or (ii) our established process to consult on such matters where there is not a required statutory obligation. As stated in response to question (9) when we consult we aim to provide an EqIA as part of any public consultation.

As EqIAs are carried out for all areas of TfL it is not possible to provide you with a substantive list of all started / finished in 2022 and 2023. If you are interested in any specific EqIAs we may be able to provide you with more specific answers to your questions.
