Thank you for your request which we received on 30 January 2024, asking for information about TfL’s bus fleet.

Your request has been considered in accordance with the requirements of the Freedom of Information Act our information access policy.  I can confirm that we hold some of the information you require.
  1. What number and % of TfL's bus fleet is currently electric (any contracted buses, serving any TfL routes) -please provide data for year end 2019,2020, 2021, 2022, 2023
  2. What is the expected change of fossil/hybrid to fully electric per year for 2024, 2025, and 2026?
This information is already publicly available on the TfL website, available vis this link: https://tfl.gov.uk/corporate/publications-and-reports/bus-fleet-data-and-audits
In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
  1. What is monthly number of cars that are registered for the Cleaner Vehicle Discount that are driven within the Congestion charge zone, since Jan 2018? Please also provide the total number of vehicles captured, to be able to calculate the % of CVD vehicle captures against total captures.
Unfortunately, we don’t hold this information. The Congestion Charge scheme operates using Automatic Number Plate Recognition (ANPR) technology. Each entry point to, and exit from, the zones are clearly signed and as a vehicle enters, leaves or drives within the zone its registration is recorded along with an image of the vehicle.

When the three-day payment period has expired, the list of vehicles observed in the zone is compared against the vehicles for which a charge has been paid and those which are 100% discounted (including those registered for the Cleaner Vehicle Discount), exempt from the charges or listed on an Auto Pay account. Where a match is found the image and record of the vehicle is deleted. Only if no match is found the details are retained for enforcement purposes.

As the records of vehicles for which no charge is payable are deleted, we are unable to identify how many vehicles registered for the Cleaner Vehicle Discount drive in the zone.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
