I would like full copies (including details of which organisation carried the research out and the methodology) of the research relating to car parking and traffic matters commissioned by TfL (and/or its’ partner in the Connected Living London (CLL) scheme, the developer Grainger) which relate to a proposed development on the car parks at Cockfosters station.

I would like a copy of each of those ‘detailed surveys’ please (including details of which organisation carried the research out and the methodology used).
On the first exhibition board they described the research as follows: ‘A transport analysis of the proposed removal of commuter car parking and car-free development’.

Some of the results of the research have been quoted by TfL to the media and so I expect that this will be a quick and easy request.

the information you require. You asked for:

As
well as the surveys that were undertaken and shared as the part of the previous
FOI, in October 2019,
Pell Frischmann commissioned a third party to survey the usage of Cockfosters
car park. Pell Frischmann advised this research took place on a neutral weekday
and a Saturday or Sunday at a time not during the school holidays. The days
selected were Thursday 10 October and Saturday 12 October 2019.

Please note
that in accordance with TfL’s obligations under the Data Protection legislation
some personal data has been removed, as required by Regulation 13 of the
Environmental Information Regulations. This is because disclosure of this
personal data would be a breach of the legislation, specifically the first
principle of the legislation, which requires all processing of personal data to
be fair and lawful. It would not be fair to disclose this personal information
when the individuals have no expectation it would be disclosed and TfL has not satisfied
one of the conditions of Schedule 2 which would make the processing ‘fair’.
Please note the Government has
announced a series of measures to tackle the Coronavirus. It is essential for
London, and in particular for all critical workers, that we continue to provide
a safe transport network that enables them to make the journeys they need to.
In current circumstances, we
are not able to answer FOI requests readily and we ask that you please do not
make a request to us at present.

require the use of limited resources and the attention of staff who could be
supporting other essential activity. In any event, please note that our
response time will be affected by the current situation.
