CLARIFICATION: Please find clarification of my request below. I would like full copies (including details of which organisation carried the research out and the methodology) of the research relating to car parking and traffic matters commissioned by TfL (and/or its’ partner in the Connected Living London (CLL) scheme, the developer Grainger) which relate to a proposed development on the car parks at Cockfosters station. See page 9 of these exhibition boards: https://www.givemyview.com/resources/cockfosters/exhibitionboards.pdf TfL says that ‘Between June 2018 and October 2019 we undertook a number of detailed surveys to understand how this car park is used’ I would like a copy of each of those ‘detailed surveys’ please (including details of which organisation carried the research out and the methodology used). On the first exhibition board they described the research as follows: ‘A transport analysis of the proposed removal of commuter car parking and car-free development’. This website commissioned by TfL relating to the development contains links to exhibition boards and news articles which cite this research, but do not contain a link to the actual research. Thank you for your clarified request received by us on 16 March 2020 asking for information about proposed developments at Cockfosters station car park. I apologise for the delay in replying.

Your request has been considered under the terms of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm we do hold the information you require. You asked for:

As well as the surveys that were undertaken and shared as the part of the previous FOI, in October 2019, Pell Frischmann commissioned a third party to survey the usage of Cockfosters car park. Pell Frischmann advised this research took place on a neutral weekday and a Saturday or Sunday at a time not during the school holidays. The days selected were Thursday 10 October and Saturday 12 October 2019.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.

Please note the Government has announced a series of measures to tackle the Coronavirus. It is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to.
