Thank you for your email received by Transport for London (TfL) on 6 July 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

1.what information/data  is held by TfL and its subsidiary companies  about the place/postcode of residence of users of the car park or about the places of origin of car journeys to the car parks?

2. what information/data/ surveys/reports/memoranda/ advices concerning the possible impact of complete or partial closure of the car park on their surrounding localities or on persons using  the stations are held by, or have been commissioned by or on behalf of  TfL  or its subsidiary companies?

3. please provide the names of the departments/ groups/teams within TfL and its subsidiary companies (NB not names of individuals) which are involved in the projects for the development of the station car parks.

As part of the process of creating proposals for these sites, we undertook surveys of customers who used our car parks at Finchley Central, High Barnet, Cockfosters and Arnos Grove. These surveys sought to understand how frequently customers used our car parks at these locations, the duration of their stay, the origins of their journey and where they were travelling on to.

Commissioning these surveys help us understand the nature of the usage of the car parks, in addition to occupancy data which tells us how full the car parks are over time, and therefore make a more informed judgement as to how the impact of a reduction in the levels of commuter parking would be felt locally.

The car park surveys for Finchley Central and High Barnet were carried out by Traffic Watch, and the car park surveys for Arnos Grove and Cockfosters were carried out by Tracsis. This process was managed by TfL’s Property Development team.

As you may know, we are looking at reducing or removing existing parking at stations and limiting the provision of and access to parking for new residents. Both we and the Mayor believe that the removal or reduction of parking at stations can bring wider benefits, including encouraging more sustainable travel choices, reducing traffic congestion, improving air quality and importantly freeing up brownfield land to assist in the delivery of new homes including affordable homes. We will retain and provide blue badge spaces for disabled customers and new residents.

However, we are discussing our early thoughts about how these sites could look and no final decisions have been made yet. Our project teams have recently begun a period of engagement with the local community so that we can understand local people’s priorities and aspirations for their area. We acknowledge that the loss or reduction of parking at these stations is proving an emotive issue locally and we are considering this alongside all of the other issues raised by local people and elected representatives.
