Dear Transport for London,
I am doing a university project and I require interchange walking times for each station on the London Underground network. I will need:
Where applicable, how long does it take to get from the platforms of each line at the station to the platforms of each other line at the station (e.g. at Holborn, how long does it take to get from the Central Line platforms to the Piccadilly Line platforms?).
Also, at London Underground stations where other rail modes exist (Elizabeth Line, DLR, Overground, National Rail, Tramlink) how long does it take to get between platforms of each line and other modes (e.g. at Wimbledon, how long does it take to get from the District Line platforms to the Tramlink platforms or at Tottenham Court Road, how long does it take to get from the Northern Line platforms to the Elizabeth Line platforms).
It would be preferable for this to be provided in a table-like format (csv, xlsx, etc.).
Finally, I would like a description of the methodology used to calculate these times (e.g. what is the walking speed, how long do the lifts take, etc.)
I assume all this information is required for the creation of the journey planner tool so should be available.

Thank you for your request received by Transport for London (TfL) on 24 January 2024 asking for information about Interchange times at all tube stations including methodology.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: I am doing a university project and I require interchange walking times for each station on the London Underground network. Finally, I would like a description of the methodology used to calculate these times (e.g. what is the walking speed, how long do the lifts take, etc.) We are in the process of releasing this information as open data and this is expected to be available on the Open Data pages on our website: https://tfl.gov.uk/info-for/open-data-users/our-open-data after the end February 2024. Therefore in accordance with the FOI Act, TfL is not obliged to supply you with the data you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.
This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
