Thank you for your request received by Transport for London (TfL) on 23rd January 2024 asking for information about the Congestion Charge zone. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“What will happen to those who own 100% electric cars who are living within the central congestion charge area London W1& W2 once the exception for 100% electric finishes in 2025?”.
Currently 100% electric vehicles are eligible for the Congestion Charging 100% Cleaner Vehicle Discount (CVD). From 25 December 2025, the CVD will be discontinued. From this date, all vehicle owners, unless in receipt of another discount or exemption, will need to pay to enter the Congestion Charge zone during charging hours.
All residents of the Congestion Charging zone, including those who own an electric vehicle, are entitled to apply for the 90% resident discount. Full details, including the current qualifying criteria, are available online at https://tfl.gov.uk/modes/driving/congestion-charge/discounts-and-exemptions
