You asked

To whom it may concern, Thank you for confirming your department has implemented new rules requiring all open Senior Civil Service positions to be advertised externally and on a lateral move and promotion bases. It was also confirmed that the percentage of SCS jobs that went to external hires in the six months before and after the rule’s implementation. My questions are: 1) How many positions (in numbers) did the percentage before, and the percentage after, rule implementation comprise of? 2) What precise steps were taken to advertise the SCS jobs externally? Please list them all. 3) Is the department satisfied with the percentage of external hires achieved? 4) Will the department take further steps to increase the percentage? 5) What percentage, and precise number, of applicants were required to take a psychometric test before interview stage and what percentage and number were rejected before interview stage partially or fully because of such a test? 7) Do such psychometric tests use ‘Civil Service Behaviours’ criteria (and if so what proportion) for measurement purposes and how are such behaviours defined and agreed? 8) Please provide us with all ‘Civil Service Behaviour’ used in recruitment in the past 12 months.

Thank you for your request received by Transport for London (TfL) on 27th March 2023 asking for information about recruitment at TfL.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Thank you for confirming your department has implemented new rules requiring all open Senior Civil Service positions to be advertised externally and on a lateral move and promotion bases.

It was also confirmed that the percentage of SCS jobs that went to external hires in the six months before and after the rule’s implementation.

My questions are:

1) How many positions (in numbers) did the percentage before, and the percentage after, rule implementation comprise of?

TfL does not hold the requested information. As referenced in our previous reply (see here: https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-2538-2223) the rules to which you refer do not apply to TfL as we are not part of the Civil Service, and therefore we do not recruit Senior Civil Servants.
