To whom it may concern,
Last year, the then Chancellor of the Duchy of Lancaster wrote to cabinet ministers to introduced two new requirements to be implemented “across the Civil Service”. They are:
1) for all open Senior Civil Service (SCS) positions to be advertised externally, and
2) for all SCS roles to be advertised both on a lateral move and promotion bases.

The Cabinet Office announced that as of May 13th, 2022, all 7000 SCS positions were covered by the two policies, including any new roles recruited as part of the existing commitment for half of SCS roles to move outside London by 2030.
I would like to know:
1) If both rules were implemented in your department in full, without exception, from May 13th?
2) If not, why now?
3) What proportion of successful SCS candidates came from outside the service A) before and B) after the implementation of the rules?

Thank you for your request of 9th January 2023 asking for information about the recruitment of staff at TfL.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Please note, TfL is not part of the Civil Service. We were created by the Greater London Authority (GLA) Act 1999 and are part of local government. With this in mind, your questions are answered in turn below:
Question 1: If both rules were implemented in your department in full, without exception, from May 13th?
Answer: No.
Question 2) If not, why now?
Answer: The rules cited do not apply to TfL as we are not part of the Civil Service and therefore do not recruit Senior Civil Servants.
Question 3) What proportion of successful SCS candidates came from outside the service A) before and B) after the implementation of the rules?
Answer: This is not applicable to TfL - see the answer to question 2 above
