FOI Request. On setting up the Mayor's ULEZ tax scheme, HOW many Manufacturers emissions results where viewed as a fact finding mission. 2) Did the process involve any additional ground work into false emissions results from various manufacturers. 3 Renault, Nissan, Vauxhall, VW, these manufacturers have built in a fail safe mechanism to prevent their van engines from being over REVVED ,this means that a emissions test can not be performed. Did the above statement reveal itself in your research if any ,if so what concession where made for owners of vehicles made by the above named manufacturers. 4) considering these Manufacturers account for thousands of vans on UK roads ,Manufacturers falsifying emissions results ,does the Mayors office expects owners to pay £12.50 . Finally My vehicle is insured,Road Taxed ,MOT, annually.in compliance with UK LAWs Along comes the mayor needing funding decides to add another TAX using spurious reasons,using a sick child to be flag bearer for is fraudulent LEGACY TAX the Mayor as lowered the standard of the office he holds ,he as no morals, it just highlights the lengths he will stoop to for his own ends.

Thank you for your request received by Transport for London (TfL) on 18th March 2023 asking for information about the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1) On setting up the Mayor's ULEZ tax scheme, HOW many Manufacturers emissions results where viewed as a fact finding mission?
Answer: None. The ULEZ scheme order (see here: https://content.tfl.gov.uk/lez-scheme-order.pdf) references European legislation in establishing the emissions limits. It was not necessary to research the emissions performance of individual models of vehicle, since any approved vehicle will have demonstrated compliance with the emissions limits. The emissions results are recorded by the DVLA when vehicles are first registered, and TfL uses this DVLA data to establish compliance. The emissions standards are detailed on our website here: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ways-to-meet-the-standard 
Question 2) Did the process involve any additional ground work into false emissions results from various manufacturers?
Answer: No - see answer to Q1 above. Any question of false emissions claims by vehicle manufacturers is subject to audit by national type-approval authorities and the European Commission.
Question 3) Renault, Nissan, Vauxhall, VW, these manufacturers have built in a fail safe mechanism to prevent their van engines from being over REVVED ,this means that a emissions test can not be performed.
Did the above statement reveal itself in your research if any ,if so what concession where made for owners of vehicles made by the above named manufacturers?
Answer: No such concessions were made. See answers to Questions 1 and 2 above.
Question 4) considering these Manufacturers account for thousands of vans on UK roads ,Manufacturers falsifying emissions results ,does the Mayors office expects owners to pay £12.50 .
Answer: This is not a request for recorded information under the terms of the Freedom of Information Act. Any vehicle which does not meet the emission standards and is not exempt is subject to the charge, as detailed on our website here: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone
