I would be grateful if you could provide me with the number of fatalities, occurring annually, between 2019 and 2022 on the five TfL pilot average speed schemes, namely: A40 between the Polish War Memorial and Paddington Slip Road A406 North Circular Road, between Hanger Lane and Bounds Green Road A316 between the M3 and Staveley Road A2 between the Blackwall Tunnel and Dartford Heath A13 between Canning Town and the Goresbrook Interchange Thanks.

Thank you for your request received by Transport for London (TfL) on 15 March 2023 asking for information about the number of fatalities between 2019 and 2022 on the A40, A40, A316, A2 and the A13.

Your request has been considered in accordance with the requirements of the Freedom of Information Act Regulations and our information access policy.  I can confirm that we hold the information you require. You asked for:

the number of fatalities, occurring annually, between 2019 and 2022 on the five TfL pilot average speed schemes, namely:
 
A40between the Polish War Memorial and Paddington Slip Road
A406North Circular Road, between Hanger Lane and Bounds Green Road
A316between the M3 and Staveley Road
A2between the Blackwall Tunnel and Dartford Heath
 
A13between Canning Town and the Goresbrook Interchange
  

The death of any person on London’s streets is a tragedy. We have adopted an ambitious Vision Zero goal to eliminate deaths and serious injuries from London’s transport network. This is described in the Vision Zero Action Plan, which sets out a systemic approach to road safety, with improvements to street design, vehicle speeds and compliance, safety behaviours and vehicle designs and technology. Achieving Vision Zero will be a long-term project and, while we have made good progress in recent years, there is still more to do

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere

However, we are not obliged to supply the data you have requested for the remainder of 2022, as it is subject to a statutory exemption under Section 22 of the FOI Act: ‘Information intended for future publication’ as this information will be published via the aforementioned link in the future.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure at this time. In considering the public interest we recognise the expectation of openness and transparency placed on public authorities by the FOI Act. However, in this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
