Dear Team, I am requesting a Freedom of Information Request for the figures of the number of deaths due to Ulez as the London Mayor keeps using the figure 4'000 deaths. Also I am requesting a further Freedom of Information request as to where Sadiq Khan as said euro 5 diesel vehicles are not compliant as I have seen Information and been told that there is no difference between euro 5 and euro 6 diesels . I am requesting this Information as the public are now very aware that the figures and consultation are flawed and even worse that any one supporting ulez is considered far right this is unacceptable behaviour from the mayor we are worried about paying our bills as it is without being forced to pay to drive to work or replace your car , TFL don't care about the deaths otherwise they wouldn't charge vehicle owners to pollute the air this is nothing but a scam tax making the hard working people pay. I live in the home counties and there is no direct public transport to Heathrow. In my opinion this needs to be addressed. Please see attached regarding euro 5 and euro 6 diesels .

Thank you for your request received by Transport for London (TfL) on 5th March 2023 asking for information about the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am requesting a Freedom of Information Request for the figures of the number of deaths due to Ulez as the London Mayor keeps using the figure 4'000 deaths. The report was commissioned by City Hall and was undertaken by Imperial College. The figure is based on the report finding that ‘in 2019, in Greater London, the equivalent of between 3,600 to 4,100 deaths were estimated to be attributable to air pollution, considering that health effects exist even at very low levels. This calculation is for deaths from all causes including respiratory, lung cancer and cardiovascular deaths’. The report goes into detail as to how the statistic was calculated and provides a breakdown by borough in the summary tables.

The forecast number of deaths that would be prevented by London-wide ULEZ is set out in Chapter 6.2 of the Integrated Impact Assessment (IIA - see link below). You may also want to look at the Air Quality Health Impact Assessment (AQHIA) which can be found in Appendix A of the IIA:
