Thank you for your request received by Transport for London (TfL) on 6th March 2023 asking for information about the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I would like to know what happens to non ulez vehicles lorries buses owned by councils etc when the new ruling comes in force in august”?

I am afraid that TfL does not hold the the requested information. It would be for each local council to explain whether its fleet of vehicles are / are not ULEZ compliant and what they intend to do with those vehicles that are not. You may therefore wish to re-direct your request to any Council you are particularly interested in. Note that so far as TfL itself is concerned, our fleet of around 9000 buses all meet or exceed the ULEZ emissions standards, as advised on our website here:

In regard to the rest of our Road Vehicle Fleet, this consists of approximately 1000 vehicles supporting the operation of London Underground, London Overground, London Buses, Trams, the Elizabeth Line, and all of our other services. Out of these c1000 vehicles there are just two that are currently ULEZ non-compliant, both owned by the London Transport Museum. These are used rarely to move items between the Museum Depot at Acton and the Museum at Covent Garden, and for towing exhibition equipment to events.
