Thank you for your request received by Transport for London (TfL) on 24 January 2020 asking for further information about IRCAS.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for a copy of the term and conditions of the operational instructions given to Ircas and the appeals service for imposing penalties.

The PFNs on London Underground are issued by LU officials – usually Revenue Control Inspectors. Appeals information is published on our website - https://tfl.gov.uk/fares/find-fares/penalty-fares-and-how-to-pay-them this provides info on how to appeal. Our appeals policy is also on our website and can be accessed via the same pages.

IRCAS do not impose any penalties or issue penalty fares - they manage the collection of money owed to TfL, and also oversee any first stage appeals relating to penalty fares. Therefore there aren’t any operation instructions given to IRCAS on issuing penalty fares.
