Thank you for your request which we received on 11 December 2023, asking for information about calming measures and the installation of speed cameras on Croxted Road.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
In our Vision Zero Action Plan, we committed to expanding London’s safety camera network as part of efforts to reduce speed and speed-related collisions in the capital. We are undertaking the essential preparatory work for this and ensuring we have all the necessary elements in place before rolling out new camera sites. This includes implementation of offence processing technology, recruitment of enforcement staff, and exploring new camera technology to ensure that we are investing in the best and most cost-effective systems for the future. Once we are in a position to expand the network, we will prioritise locations for safety cameras, using a methodology developed in consultation with boroughs and London Councils pre-pandemic. We need to do this to take account of any changes in travel projections and road user behaviour, as well as the significant changes made to road layouts during the pandemic.
We are working with the Metropolitan Police Service (MPS) to increase their capacity to take enforcement action against drivers and riders who speed. This year, 2022/23, the police will enforce around 650,000 speeding offences, an increase of around 30 per cent compared to the previous year. The MPS are currently on target to be able to take action on a million speeding offences by 2024/25 to provide a more effective deterrent to speeding. This will be delivered through a combination of on-street police enforcement, our extensive safety camera network and mobile safety cameras introduced last year. Please find the attached emails and their corresponding attachments, which we exchanged with the LB Lambeth and the Met Police, regarding traffic calming measures on Croxted Road. LB Southwark is not the Highway Authority for this road, and therefore we’ve had no correspondence with them on this matter.
Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
