Thank you for your email which we received on 18 February 2019, asking for information about traffic flow at the junction of A100/East Smithfield/ Tower Hill/ A1210.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

- Traffic Signals Timings

Please find the method of control diagram below and the attached spreadsheet.

The diagram below shows the stage sequence that the junction will follow when it is under Urban Traffic Control (computer control). This site operates using SCOOT, which is an adaptive traffic signal control technique. This means that the timings are not fixed, but vary each cycle depending upon detected traffic conditions. For this reason, it is not possible to provide a fixed indication of the signal timings. We can, however, provide the attached data which outlines the average green time given to each stage over a 15 minute period for the junction of Tower Bridge /Mansell Street/East Smithfield/Tower Hill. Each stage has been included and it is shown as N05/097/1, where /0 is stage 0 (pedestrian, where all crossing points are served at the same time in the cycle and all traffic movements are held on red), /1 is Stage 1, /2 is Stage 2 and /3 is Stage 3 according to the junction diagram below.

- Vehicle Counts

We do hold traffic count data but junctions are only surveyed on an ad hoc basis and we do not have anything on, or around, the dates specified for this junction.

- Accident Data in the last 5 years

Please find the attached interpreted listing, summary and plot files for personal injury collisions at Tower Hill J/W East Smithfield. All data is for 60 months to 30 June 2018;  the latest data we hold form the MPS. Please note that all 2018 data is provisional and subject to change. Please note due to issues with a new database, which we are working with the MPS to resolve, there’s a delay with processing the collision data.

- Any Scheme drawings of the new layout of the A100/East Smithfield/ Tower Hill/ A1210

The most recent work that we identified was a junction improvement at the request of the Canary Wharf Group under a Section 278 agreement of the 1980 Highways Act where the lane in East Smithfield was widened to improve capacity for the left turn into Tower Bridge approach. Please find attached a draft design drawing of this proposal. Unfortunately we do not hold any post-construction drawings. We also hold some Computer Aided Drafting (CAD) design image files, however these can only be accessed using CAD software.
