I'm writing to you to request information on the claims made by Londons Mayor about the ULEZ. I would like to request the names of the 4,000 people that have had health problems and possibly died due to supposedly poor air quality in outer London. I request how much money was payed to doctor the report sent by the royal institute of London. The original documents before it was doctored to support the claims that ULEZ. That would supposedly make a difference air quality and the after documents also so I can compare them side by side. I would also like to request the total number of ULEZ cameras that are out of commission and the cameras that are still in commission and when the orders for these cameras was ordered dates and how much was spent on these ULEZ cameras. How much its costing for the ULEZ vans a security teams and operators of the mobile units and the mobile units them selves annually. Seen as Londons mayor is completely irresponsible and lacking any ability to be honest or answer any questions asked on this matter. I would also like to request the total amount resied through this scam and any future plans for more ways to squeeze the motorists with future plans like pay per mile scam.

Thank you for your request received on 17 November 2023 asking for information about the Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require. You asked:

The statistic relating to 4,000 deaths is taken from the following report:
The report was commissioned by City Hall and undertaken by Imperial College and it is based on the report finding that ‘in 2019, in Greater London, the equivalent of between 3,600 to 4,100 deaths were estimated to be attributable to air pollution, considering that health effects exist even at very low levels. This calculation is for deaths from all causes including respiratory, lung cancer and cardiovascular deaths’. The report goes into detail as to how the statistic was calculated and provides a breakdown by borough in the summary tables.
The forecast number of deaths that would be prevented by London-wide ULEZ is set out in Chapter 6.2 of the Integrated Impact Assessment (IIA). You may also want to look at the Air Quality Health Impact Assessment (AQHIA) which can be found in Appendix A of the IIA:

The ULEZ is not a money-making scheme, and within a few years, as compliance increases, it will actually make a net loss. A successful expanded ULEZ will lead to cleaner air and at the same time generate ever smaller net revenues, as has been the case with the previous expansion to inner London where people switched to greener vehicles. We are already seeing 90 per cent of cars driven in outer London on an average day complying and compliance levels are increasing all the time.
TfL estimates that the London-wide ULEZ could generate up to £200 million a year for the first two years following expansion on 29 August but that this will decline sharply to approximately £50 million in 2025/26. It is a statutory requirement that any net revenue generated by our road charging schemes (the ULEZ, LEZ or the Congestion Charge) is reinvested back into London’s transport network, including investing in improving transport links in outer London. All money received from the ULEZ is reinvested into improving London’s public transport network, such as expanding bus routes in outer London. ULEZ income will be published per financial year in our annual statement of accounts. We do not have any current plans for a pay-per-mile scheme.
