Thank you for your request received on 29 September 2023 asking for information about the Ultra Low Emission Zone (ULEZ) cameras.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked:
 
1.         Cost per Ulez camera excluding installation cost.
2.         Cost per Ulez camera including installation cost.
 
In accordance with the EIR, we are not obliged to supply this information as it is subject to a statutory exception to the right of access to information under regulation 12(5)(e) – confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.
 
In this instance the exception has been applied to the breakdown of the cost per camera – including and excluding installation, as disclosure would be likely to prejudice our commercial interests, as well as those of the companies concerned. Prejudice would be likely to occur when we go out to tender for this and similar services in the future, because it would be likely to result in a clustering of bids based on how much we are prepared to pay. Disclosing this information could also be prejudicial to Yunex’s ability to compete for tendering opportunities with TfL and other companies in the future, as their competitive edge would inevitably be prejudiced by disclosure of a detailed breakdown of their price.
 
The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities but in this instance the public interest in ensuring that TfL is able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
 
3.         Total number of Ulez cameras.

There are more than 3400 TfL-operated cameras in place across the London-wide ULEZ. This includes cameras which are also used for the operation of Congestion Charging, the Low Emission Zone and the Direct Vision Standard.

4.         Total cost of all Ulez cameras including installation cost.
 
The current estimated total cost to supply and install the ANPR cameras and associated supporting infrastructure for London wide ULEZ is in the range of £45-55m.
 
5.         Following information required on the Ulez cameras: manufacture, model,
 
The cameras being used are Siemens “Sicore II” automatic number plate recognition (ANPR) cameras.
