Hi On 15th July 2019 TFL responded to the following FOI request Someone asked: Hi TfL, I'd like to find out how many Certificate of Conformity Tfl Has received by motorcycle owners in order to prove that the ULEZ charge is not a valid charge on their machine. I'd like to get this information to indicate the following please: 1. Breakdowns to show the Certificates received by TfL by manufacturer, model and year of manufacture. 2. Total Certificates of Conformity received for all vehicles to date (or last summary date) Specific returns for the following makes and model by year: a. Yamaha TDM900 (TDM 900) b. Yamaha TDM850 (TDM 850) c. Yamaha TRX TFL answered: (regarding number of vehicles updated) As of 6 June 2019 we have updated 16,217 vehicle records as a result of motorists contacting us and providing information to confirm their vehicle is compliant with the ULEZ standards My question is If on 6 June 2019 you had updated 16,217 vehicle records, what is the number now as of 25th January 2023? Also what measurements do TFL use to ensure the updated vehicles have accurate data post update?

Thank you for your request received by Transport for London (TfL) on 25 January 2023 asking for information about ULEZ vehicle registration exemption.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

As of 1 February 2023 we have updated 198,612 vehicle records as a result of motorists contacting us and providing information to confirm their vehicle is complaint with the ULEZ standards.

In order to establish whether a vehicle is complaint with the ULEZ emission standards we predominantly use the vehicle data held by the DVLA. In most cases we can establish a vehicle’s compliance status by the date it was first registered as new. Using the data provided by the DVLA we have developed a compliance database which lists the compliance status of all UK registered vehicles. This is not a live link to the DVLA data rather a static list of vehicles which is refreshed with new updated DVLA data every month. By updating the list regularly it ensures any update to vehicle information held by the DVLA is reflected on our database.

This database links into our ULEZ compliance checker, which is an online tool which allows motorists to check the compliance status of their vehicle to establish if the ULEZ charge is payable. The compliance checker utilises data from a variety of sources including the DVLA, the VCA (Vehicle Certification Agency) and information sourced from vehicle manufacturers, supplemented on an ongoing basis by information provided to TfL by owners / registered keepers of individual vehicles. We acknowledge that the information held by the DVLA may not always allow us to establish whether a vehicle is compliant, not least because there is no requirement for them to record a vehicle’s emissions. Therefore, we have established a registration process which allows motorists to contact us and update their vehicle’s compliance status should they believe it to be incorrect. To do this they simply need to send us evidence that the vehicle meets the relevant emission standards and we will update our database.
