You asked

1: What was the price of each of the Crossrail TBMs, excluding delivery. 2: What was the total combined cost of delivery of the Crossrail TBMs from factory to sites? 3: What was the cost of the Crossrail concrete tunnel lining segments? State if that price includes delivery to site. 4: What was the cost of the Crossrail poured concrete tunnel floors including integrated drainage and installation? 5: What was the cost of the Crossrail concrete sleepers, including track mount fittings, in the tunnelled sections only? And the number of sleepers included in that cost. If the price includes the above ground sections, and cannot be split from the tunnelled quantities, then state that in the answer. 6: What was the cost of the Crossrail steel rail track, and how many linear meters of rail does that price include? (1km of track equals 2km of rail) 7: What was the cost of the Crossrail Overhead Catenaries, including installation, for the tunnelled sections, and separately, for the above ground sections. And how many linear meters of each were there? 8: What was the cost of the Crossrail Platform Edge Screens? State if that price includes installation by the manufacturer, or if they were installed separately by other Crossrail contractors. 9: What was the cost of the Crossrail wall/ceiling veneers, in total? State if that price includes installation by the manufacturer, or if they were installed separately by other Crossrail contractors. 10: What was the cost of the Crossrail escalators and lifts, in total? State if that price includes installation by the manufacturer, or if they were installed separately by other Crossrail contractors. 11: What was the cost of disposal including transportation of, the excavated spoil from the Crossrail construction, and what disposal sites were used? 12: What was the cost of the West Ealing Crossrail station building, including all installed utilities. 13: What is the engineering specifications for the Crossrail tunnel lining segments? 14: What was the total cost of property acquisition for the Crossrail project? 15: Up to most recent accounting, which were the top ten contractors, by value, and how much did each receive for the Crossrail project?

Thank you for your requests reference numbers above, received by Transport for London (TfL) on 18 and 26 February 2022 asking for information about Crossrail costs, Crossrail contracts and the Bakerloo Line Extension costs.

Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold the information you require.

However, in accordance with section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described. Under Regulation 5(2) of the Data Protection and Freedom of Information (Appropriate Limits and Fees) Regulations 2004, we are permitted to aggregate requests where they relate to any extent to the same or similar information and this aggregation applies to any requests that are received within a sixty working day period, including individuals considered to be acting in concert (including pseudonyms).

We consider that the aggregate cost of complying with your three FOI requests referred to above would considerably exceed the cost limit. Therefore we are refusing the above requests.

To explain further and to take ref 2699-2122 as an example, we estimate that to respond to this request alone would take more than 18 hours work to identify and extract the information you have requested.  The information is not held in one central repository, and therefore to answer the majority of the questions you have asked in this request would require input from each of the Project Managers for all of the various contractors involved across all the projects and construction works you have asked about.  A considerable amount of additional work and time would also be required to locate and extract the information we hold to answer your two more recent requests.

In order to bring any new request within the costs limit you may wish to consider narrowing its scope to focus on the information that is of most importance to you. The narrower and more specific the scope of your request the more likely it is we will be able to respond positively within the costs limit. Please be aware also that the FOI Act pertains to recorded information only and there is no requirement to create new information nor to source information from third parties.  Before doing so you may wish to review the advice and guidance offered by the Information Commissioner on how best to access information from public bodies, published on its website here (I would, in particular, point you to the table of “Dos and Don’t’s” that can be found halfway down the page):
