FOI request detail

Bakerloo Line Extension

Request ID: FOI-2660-2122
Date published: 10 March 2022

You asked

1: Regarding the Bakerloo line extension. As I understand it, the line would be extended as far as Lewisham, with a proposal to further extend it to Hayes and Beckenham Junction. Currently, services from Hayes serve alternatively Charing Cross and Cannon St stations. Is it currently intended to propose that Hayes becomes exclusively a Bakerloo line station, thus removing direct Cannon St services, or is it intended to propose a mixed service, with Bakerloo serving Charing Cross and Southeastern continue to serve Cannon St? 2: Is the proposed Bakerloo line extension to Lewisham, and beyond, contingent upon funding from central government? Or is the intent for TFL to source private funding?

We answered

TfL Ref: 2660-2122

Thank you for your request received by Transport for London (TfL) on 18 February 2022 asking for information about the Bakerloo Line Extension.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. Your questions and our replies are as follows:

1: Regarding the Bakerloo line extension. As I understand it, the line would be extended as far as Lewisham, with a proposal to further extend it to Hayes and Beckenham Junction. Currently, services from Hayes serve alternatively Charing Cross and Cannon Street stations. Is it currently intended to propose that Hayes becomes exclusively a Bakerloo line station, thus removing direct Cannon Street services, or is it intended to propose a mixed service, with Bakerloo serving Charing Cross and Southeastern continue to serve Cannon Street?

No decisions have yet been made on whether a further extension of the Bakerloo line beyond Lewisham to Hayes and Beckenham Junction will be proposed. Were such an extension proposed, the current Network Rail line between Ladywell and Hayes would be exclusively used for Bakerloo line services. The current network rail services would no longer operate on the line, with the removal of these services allowing for an increase in service frequencies to other destinations. Further information on this issue was set out as part of the our Autumn 2019 public consultation. The relevant documents are:

  • Factsheet 14

  • Background to Consultation Summary Report

  • Further extension to Hayes and Beckenham Junction Summary Report

These documents are attached.

2: Is the proposed Bakerloo line extension to Lewisham, and beyond, contingent upon funding from central government? Or is the intent for TFL to source private funding?

TfL and the Mayor remain committed to delivering the Bakerloo line extension. This however remains dependent on a viable funding package being put together. Such a package could include both public and private funding, however a commitment from Government to support funding for the scheme is essential in developing a funding package. We will continue discussions with the Government, whilst being realistic about the funding London could contribute to delivering an extension over the coming years.

In March 2021, the Secretary of State for Transport issues Statutory Safeguarding Directions for the route of the extension between Lambeth North and Lewisham. This will prevent premature development on sites required for the project and enable us to deliver this vital project when the time is right. More information on the Safeguarding Directions can be found here: https://tfl.gov.uk/corporate/about-tfl/how-we-work/planning-for-the-future/bakerloo-line-extension
