Thank you for your request received by Transport for London (TfL) on 7 January 2019 asking for information about PCN's at the junction of Euston Road and Judd Street.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  I can confirm we do hold some of the information you require. You asked:

I require full disclosure of the following:

  • The amount of tickets (PCN'S) sent out for the CCTV camera at the junction of Euston Road and Judd Street, this should include the years 2015, 2016, 2017, 2018.

     

     

  • The revenue raised by the CCTV at the junction of Euston Road and Judd Street on a yearly basis, from 2015, 2016, 2017, 2018.

     

     

  • The amount of tickets (PCN'S) sent out to the drivers of London buses, and Transport for London (TFL) vehicles, this is to include the years, 2015, 2016, 2017, 2018 and must be broken down by vehicles, I.E bus, van and cars owned by Transport for London (TFL).

     

     

  • Full disclosure of Yellow Box junction offences committed London wide by Transport for London (TFL) buses, and the full figures for Tickets (PCN'S) sent out to the drivers.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

A Penalty Charge Notice (PCN) may be issued by Local Authorities, the Metropolitan Police or by TfL itself depending on the nature of the traffic offence. TfL itself may issue a Penalty Charge Notice (PCN) to any vehicle observed contravening a traffic restriction on the red route network which includes our own fleet and buses.

We have estimated that it would exceed the cost limit to provide a response to your current request. This information is not centrally recorded and so we would need to review multiple systems to locate this information across our fleet and collate the information accordingly. This would involve manually reviewing the information held across four years to establish what type of vehicle it was issued to and if the vehicle is owned by TfL.  With regard to your point 4, bus services in London are run by private operators who have been awarded a contract by TfL; PCNs are therefore issued to the private operators and not to individual drivers. Additionally, we do not record the type of vehicle that a PCN is issued to, therefore it is not possible to identify how many of those PCNs were issued to buses. To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking, for example specifying the offence type, or reducing the time period covered by your request. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of the organisation.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
