Thank you for your request received by Transport for London (TfL) on 7 March 2017 asking for information about the pay ranges applicable to each role within TfL. I apologise for the delay in replying.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Attached are copies of our Implementation Notices for London Underground staff and TfL Staff grades 1-3 in TfL Corporate, London Rail and non-operational areas of Surface Transport, which are formally negotiated according to role. Attached is a document which may help to understand some of the terms and the information in the Implementation Notices.

The base rate increase for London Underground last year was 1.3%.  For those in grades that have a salary range, there is an additional increase for high performance.

For those that achieve a rating of “High Standard in Most Areas” the total increase was 1.8%.

For those that achieve a rating of “Role Model Standard in All Areas” the total increase was 2.3%.

Some parts of our Surface Transport division hold their own negotiations, so have different increases at different points in time - the increase percentage are on the implementation notice.

In TfL Corporate there are no longer implementation notices, however the pay ranges are as per attachments marked Bus Station Controllers and CentreComm Controllers.  Please see attachment named Pay For Performance Pay Ranges which relates to non operation staff up to manager level in Corporate and Surface doing a variety of roles  from HR to Finance to Planning to Management of Operational Services. I also attach Senior Manager Pay Ranges 2017.

These is also a ‘spine points’ implementation notice for Corporate attached. The relevant increases that match these ranges have not yet been set.

This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

Detailed information on the remuneration of the TfL Board, the Commissioner and Chief Officers and those earning over £150,000 a year is published in our Annual Report: https://tfl.gov.uk/corporate/publications-and-reports/annual-report and we also publish information on the salaries of senior staff in line with the Code of Practice on Data Transparency for Local Authorities – see https://tfl.gov.uk/corporate/transparency/ and https://tfl.gov.uk/corporate/about-tfl/how-we-work/corporate-governance/chief-officers.
