Thank you for your request received by Transport for London (TfL) on 25th January 2022 asking for information about the Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

I am afraid that TfL does not hold the requested information. The Driver and Vehicle Licensing Agency (DVLA - https://www.gov.uk/government/organisations/driver-and-vehicle-licensing-agency), rather than TfL, is responsible for the registration of vehicles. TfL does not hold records of the number of petrol / diesel cars registered in London. Note further that currently petrol vehicles impacted by the ULEZ need to meet a Euro 4 emission standard and diesel vehicles the Euro 6 standard. However, when we issue a PCN we do not record whether it is for a diesel vehicle not meeting Euro 6 or a petrol vehicle not meeting Euro 4 standard. Therefore we do not hold the information to answer your questions.
