Information I am after is: • Copies of documentation evidencing consideration of comments / objections when both emission zones were first implemented via the legal process – such as an Objection Report or equivalent. • Copies of ‘legal bundles’ – if used for legal consultation. Similar to legal bundles used when undertaking consultation on Traffic Regulation Orders, for both emission zones • A copy of the latest Traffic Regulation Order for the Congestion Charge Zone.

Please note a road user charging scheme is not the same as a traffic order. It involves a different procedure. There are no “legal bundles” but  the equivalent is the consultation material and the scheme order, which are included in this response.

•           A copy of the latest Traffic Regulation Order for the Congestion Charge Zone.

There is no Traffic Regulation Order (TRO) for Congestion Charging (CC), LEZ and ULEZ but they do have scheme orders. The CC scheme order is available online here http://content.tfl.gov.uk/consolidated-scheme-order-may2019.pdf and the LEZ scheme order, which also includes ULEZ, is attached.
