Thank you for your request received by Transport for London (TfL) on 24 October 2024 asking for PCO car requirements.

I can confirm that we do hold the information you require. You asked:
Can you still licence a plug-in hybrid vehicle that has not been licenced previously for PCO after December 2024.
In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere. Please see the answer on our website via the following link: https://tfl.gov.uk/info-for/taxis-and-private-hire/licensing/private-hire-vehicle-licence, which states ‘Since 1 January 2023 all PHVs licensed for the first time must be zero emission capable (ZEC) and meet the Euro 6 emissions standard’.
