You asked

Dear Transport for London, Since the start of the LTN policy funding initiative, how many Low Traffic Neighbourhoods has TfL funded in Local designated Conservation Areas? Conservation Areas are mapped for decision-makers at Local, Regional and National Planning Data Map tiers and are defined in English law. How many Low Traffic Neighbourhoods has the GLA funded in remaining other London outside its Conservation Areas? What conditions, if any does GLA apply to releasing these LTN funds to Local tier decision-makers?

Thank you for your request received by Transport for London (TfL) on 24 October 2024 asking for information about Low Traffic Neighbourhoods.

 

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. Your questions and our replies are as follows:  

 

Since the start of the LTN policy funding initiative, how many Low Traffic Neighbourhoods (LTNs) has TfL funded in Local designated Conservation Areas? Conservation Areas are mapped for decision-makers at Local, Regional and National Planning Data Map tiers and are defined in English law. 

 

We do not hold the information you have requested in the first part of your request as Conservation Areas are not a consideration in funding for LTNs, therefore we’ve not assessed for this. We have funded LTN measures across a range of programmes including Streetspace for London, the DfT Active Travel Fund, the Local Implementation Programme (LIP) and others (though note that there are a great many highways arrangements already existing in London that fulfil the criteria of a Low Traffic Neighbourhood, although their implementation predates the use of the term). In all TfL funded cases, funding has been allocated to boroughs to implement measures on their own network, and we do not keep a central register of LTN schemes within London.  

 

How many Low Traffic Neighbourhoods has the GLA funded in remaining other London outside its Conservation Areas?

See above – since we don’t know how many are within Conservation Areas, we don’t know how many are outside those areas.


What conditions, if any does GLA apply to releasing these LTN funds to Local tier decision-makers?

The GLA isn’t releasing funds for LTNs  TfL does. We can advise that where TfL funds LTNs, this is mostly via the LIP process, which means boroughs must follow the conditions set out in the LIP Guidance which can be found at the following link: https://tfl.gov.uk/info-for/boroughs-and-communities/local-implementation-plans.

 

We have also funded some via the Liveable Neighbourhood Programme, the conditions for which can be found here: https://tfl.gov.uk/info-for/boroughs-and-communities/liveable-neighbourhoods. It is expected by TfL that boroughs complete high quality engagement and consultation with the local community, key stakeholders, and TfL prior to the implementation of any LTN.
