Dear Sir, Thank you for yours of 10 January 2022. What we require are the works sheets from the contractors Ringway, All details of the works performed, the reasons why, by whom (personnel) under whose supervision, qualifications of those employed thereon and from start (allegedly at 00.01 Sept 10th 2020) to completion of all works in the implementation of the reduction to 20mph speed limit. May we have an introduction to and permission to converse/write/contact the management at Ringway who were contractors for the works? We are aware we are not allowing you much time but the new Newton hearing date is the 18th February and the charge is major, cause death by careless driving. We must leave no avenue unexplored if it helps bring a just and proper Court finding. You may have a TFL designated person in charge of this sort of work and may we have their contact details also?

Thank you for your request received by Transport for London (TfL) on 15 January 2022 asking for information about Gallows Corner Flyover.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

What we require are the works sheets from the contractors Ringway, All details of the works performed, the reasons why, by whom (personnel) under whose supervision, qualifications of those employed thereon and from start (allegedly at 00.01 Sept 10th 2020) to completion of all works in the implementation of the reduction to 20mph speed limit.
Unfortunately, to provide the work sheets/all details of the works performed that you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we would have to locate and compile hundreds of documents. We estimate that the time required to do this would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

We are however, able to provide the work order summary details which relate specifically to the implementation of the change to the speed limit, and these are provided in the attached spreadsheet. We do not hold details such as the names and qualifications of Ringway employees.

In accordance with TfL’s obligations under Data Protection legislation any personal data has also been removed from the attached document, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
