TfL Ref: FOI-2318-1819

Thank you for your email received by Transport for London (TfL) on 3 December 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

Please could you tell me how much has been charged in fines over the last year for vehicles using the parking bays in Cheam on the A232 by Sainsbury's (19 High Street) on one side of the road and the other side around The Framery (no. 46). The red route is designed as a No Stopping network. To encourage drivers to observe the rules and regulations of the road, contributing to keeping traffic moving in London, we issue Penalty Charge Notices (PCNs) to enforce illegal parking and stopping on our network. Signs and road markings along the red routes tell a driver what they can and can't do. Information about the different types of bays on our road network is available in the Rules of Red Route pages on our website.

Bays are in place for a number of different purposes i.e. general parking, loading/unloading, for taxi use and for disabled persons’ use. If a red route bay is marked out by a white dotted line, it generally means that the bay can be used throughout the day for the purpose specified in the adjacent sign. However, there may be a maximum time limit - always check the signs. If a red route bay is marked out by a red dotted line, it indicates that the bay can only be used for part of the day. For example, some bays may only be available during the morning and early afternoon, some may be available only during the late afternoon and in the evening - again always check the signs.

The red route bays outside both 19-25 and 46-50 High Street, SM3 are available throughout the day for loading/unloading and disabled parking only. Drivers are only permitted to stop here to load/unload for a maximum of 20 minutes or for disabled parking for a maximum of 3 hours when a valid blue badge is displayed.

Due to a move to a new system, we only hold information you have requested about PCNs issued in the last two financial years.

For misuse of the loading and disabled parking bay outside 19-25 High Street, SM3:

We issued 237 PCNs between 1 April 2017 and 31 March 2018. The total value of payments received for these PCNs is £13,024.

We issued 385 PCNs between 1 April 2016 and 31 March 2017. The total value of payments received for these PCNs is £27,157.

For misuse of the loading and disabled parking bay outside 46-50 High Street, SM3:

We issued 1,444 PCNs between 1 April 2017 and 31 March 2018. The total value of payments received for these PCNs is £81,281

We issued 2,369 PCNs between 1 April 2016 and 31 March 2017. The total value of payments received for these PCNs is £152,796.

Could you also tell me where this comes in the ranking of the most lucrative bays in London?

We assume by ‘most lucrative’ that you are referring to the bays where we have seen the highest number of drivers contravening red route restrictions and have therefore issued the highest number of PCNs.

In 2017/18, we issued more than 1,444 PCNs at 13 other bays on our network. We issued more than 237 PCNs at 247 other bays on our network.

In 2016/17, we issued more than 2,369 PCNs at one other bay on our network. We issued more than 385 PCNs at 138 other bays on our network.
