Dear Tfl,
I was wondering if you know the percentage of cyclists that wear cycle helmets and/or high visibility clothing on any given journey? I was also wondering if you could provide percentage of cyclists involved in road traffic collisions that resulted in death or serious injury that were wearing a helmets and/or high visibility clothing at the time of the incident?

Thank you for your request received by Transport for London (TfL) on 15 November 2017 asking for information about cyclists that wear cycle helmets and/or high visibility clothing.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately we do not hold the information you require.
Any death or serious injury on London’s roads is a tragedy and although the number of deaths has fallen to the lowest ever level there is still more to do to achieve the Mayor’s Vision Zero ambition of eliminating these collisions by 2041. That’s why TfL is working to reduce to zero the number of people killed in such circumstances on our roads. TfL is investing in safer junctions, looking to remove the most dangerous Heavy Goods Vehicles from the Capital’s roads by 2020 and continuing its extensive road safety education and enforcement programmes.
Collision information is provided to us by the police, however the information provided does not detail whether a cyclist was wearing Hi-Viz or a helmet when injured.
However, TfL has commissioned studies into pedal cycle fatalities that you may find useful, as these studies include data on helmet and Hi-Viz use. The last report Pedal Cycle Fatalities in London: Analysis of Police Collison Files 2007-2011 can be found here:
