Thank you for your requests received by Transport for London (TfL) on 30 December 2021 asking for information about ULEZ and Congestion Charging.
 
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
 
Number of PCN's issued for ULEZ
 
Simply wish to know how many PCN charges have been issued since October 21 for unpaid ULEZ charge.
 
During the first month following expansion of the ULEZ warning notices were issued to owners of noncompliant vehicles who had not paid the ULEZ charge after driving in the zone. The first penalties were issued for journeys into the ULEZ on 23 November.
 
In accordance with the FOI Act, TfL is not obliged to supply you with the ULEZ PCN volumes you have requested as this is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.
 
We will be publishing ULEZ PCN volumes in our next ULEZ Quarterly Factsheet which will cover the period October – December 2021. This will be published around mid-February and will be available online at https://tfl.gov.uk/corporate/publications-and-reports/ultra-low-emission-zone
 
This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
